Alabama Ready for Risk MAP

Timeline

What Is Risk MAP?
  • Risk MAP is a FEMA program aimed at reducing
losses of life and property through effective
local mitigation activities enabled by quality
flood hazard data, risk assessments, and
    mitigation planning.
  • Risk MAP will provide an integrated national
assessment of risks based on digital flood hazard
    data and web-accessible data.
  • Risk MAP information and tools will help
    communities develop informed mitigation plans
that will reduce losses from natural hazards.
  • Risk MAP is the follow-up program to Map
    Modernization

Alabama Floodplain Management Program
  • Program Vision
  • Create a proactive, continuously improving, and
    evolving process of floodplain management,
    including floodplain mapping, through effective
    leadership, professional excellence, and local
    empowerment.
  • Mission
  • to make Alabama and its citizens less vulnerable
to the impact of flooding through
  • effective administration of statewide floodplain
    management
  • floodplain management and planning tools
  • to save lives and to protect property.

6
Program Accomplishments
  • Cooperating Technical Partner since 2002
  • Obtained over 30M in total FEMA funding since
    2003
  • On schedule to meet Map Modernization goals
  • All counties in Alabama will have modernized maps
    by 2011
  • Led CNMS Pilot for FEMA
  • Applied for LOMC delegation from FEMA
  • AFMP Website www.adeca.alabama.gov/floods
  • Training programs online and regional workshops
  • Supported the creation of an Alabama Association
    of Floodplain Managers
  • Created a statewide data set of water resources
    related information

7
Data Evolution
8
Map Modernization Status
  • 32 counties final
  • 21 preliminary stage
  • 5 in progress
  • 9 in maintenance
  • 23,000 miles of Zone A enhanced
  • 800 miles of new Zone AE
  • 2,800 miles of redelineated Zone AE
  • Over 3000 panels produced

9
FEMA Scorecard
  • FEMA Key Performance Indicators (KPIs)
    anticipated as of 9/30/09
  • KPI 1 ( of population with digital floodplains)
  • Alabama 96 FEMA Goal 92
  • KPI 2 ( of population with effective DFIRMS)
  • Alabama 89 FEMA Goal 85
  • Earned Value Status
  • Alabama on schedule
  • Region IV 10 behind schedule
  • National program 12 behind Schedule
  • All Alabama counties will have updated, digital
    flood maps in 2011

10
Mapping Needs or Gaps
  • Funding for Risk MAP will be need or risk based
  • Coastal engineering has not been updated in
    over 20 years
  • The definition of Need is key
  • FEMA has a specific definition
  • Needs must be documented and justified
  • Topographic Data (LIDAR) needed for detailed
    analysis
  • Local cash matching will leverage greater FEMA
    s

11
Coastal Maps
  • Joint project with Florida funded in FY09 (7
    total Counties)
  • 295 miles of Alabama coast that need new studies
and maps (111 miles in Mobile and 184 miles in
    Baldwin)
  • Engineering last updated in 1983
  • Study includes new regional surge and local wave
    run-up analyses

12
Coastal Schedule
  • 2009 Scoping, Reconnaissance
  • 2010 Surge Modeling
  • 2010-2011 Wave run-up modeling and mapping
  • 2011 Preliminary Maps
  • 2012 Effective Maps

13
Unmet Needs
  • Assessed needs in 29 Counties in Alabama
  • Assisted FEMA headquarters with standard for
    database population
  • 3,800 Miles of detailed study determined to need
    updated engineering or mapping
  • All mapping needs are consolidated in a
geospatial database as outlined in FEMAs
    Coordinated Needs Management Strategy (CNMS)
  • Required funding to address needs estimated to be
    29M

14
Public Awareness/Outreach
  • 144 Public Meetings held between 2003 and 2009
  • 4 Regional Floodplain Management Short Courses
    Taught
  • NFIP Training Courses
  • Floodplain management training CD
  • 10 Additional Courses planned for 2009-2010
  • 5 Floodplain Management Short Courses
  • 5 Digital Tools Training Courses
  • (FEMA becoming all digital after October 1,
    2009)
  • AFMP Website www.adeca.alabama.gov/floods

15
Hazard Mitigation
  • HAZUS
  • Risk assessment tool to estimate damages from
    flood events
  • Linkage between hazard data (DFIRMs) and
    mitigation strategies
  • Training provided for OWR, AEMA, and contractors
    in 2009
  • Coordination ongoing with AEMA
  • State Hazard Mitigation Plan to be updated in
    2010
  • Utilize modernized maps for planning
  • Next step is to integrate planning and mitigation
    grant applications with modernized data

16
FEMA Funding
  • Alabama has received over 30M between 2003 and
2009 for map modernization, management and
    maintenance
  • Business Plan calls for 5M -7M per year over
    the next 5 years
  • Factors for future funding
  • Mapping Needs
  • Levees and coastal (Administration focus)
  • Maintaining Map Mod investment
  • Local leverage in kind and CAH

17
Program Funding
18
FEMA Funding by Population
19
Alabama County Update Prioritization
20
Actions Needed
  • Complete Map Modernization
  • Strong participation in CNMS
  • Maximize leverage
  • Be proactive in seeking shared funding for data
    needs, particularly topographic mapping
  • Integrate new maps into Hazard Mitigation and
    Emergency Management Plans
  • Increase coordination among floodplain managers
    and other agencies in Alabama
