6Achievements within the current financial year
- Lobbying and Advocacy
- Orientation Workshops has been held with various
departments on NYS - Bilaterals have also been engaged to further
clarify expectations on NYS - Platform was given at the Inter-Ministerial
Committee to further lobby departments into
rolling out NYS - About 18 departments have been brought to an
understanding of what NYS is - Amongst issues that had to be clarified is a
distinction between NYS and learnerships, and
between NYS and EPWP
7Projects that kicked off the ground
- Public Works
- Has started an intervention of preparing young
people to become skilled artisans in the area of
construction through skills development training
programmes within 18 month duration. - The department has identified buildings in all
the regions of the Department of Public Works and
ring fence them for maintenance work using the
National Youth Service approach - In addition the EPWP Programme that is
coordinated in the Department of Public Works is
providing additional opportunities for NYS
through the various clusters of the EPWP
8Health Department
- Health has Home Based Care support Programme to
assist clinics and NGOs/CBOs/FBOs to provide
greater community care and support - KwaZulu Natal, Limpopo, Free State have included
NYS targets and budgets in their provincial
business plans for the next financial. The
targets in these business plans do not, however,
reflect the additional targets as the result of
the massification/scaling up of the NYS under the
EPWP. - Engagement with stakeholders in Mpumalanga and
the Western Cape have not yet yielded results as
in the above three provinces, however, the Senior
Provincial Management in Mpumalanga have
committed themselves to working towards meeting
the requirements of the programme. The strategy
is to elevate the engagements regarding the NYS
to the level of the Provincial Steering
Committees where it has been demonstrated that
positive results can be achieved. - Engagements with the provinces of Gauteng, North
West, Northern Cape and Eastern Cape have been
begun in earnest.
9GCIS
- The project has Multi-Purpose Community Centre
(MPCC) Youth Service project will be implemented
in partnership with the Government Communication
and Information Systems (GCIS). - This project aims to support the Department in
the provision of human resource capacity to staff
the second generation MPCCs that are being rolled
out currently. - Through this project young people will be trained
in customer care and community service skills
after which they will be deployed in MPCCs to
provide services to members of communities
visiting MPCCs. - As such the project will contribute to the
enhancement of skills and employment
opportunities for unemployed youth through
participation in service activities that offer
learning and occupational competencies. - The youth will serve in the General Services
Counters (GSCs) as well as assist other
Departments operating in MPCCs with the provision
of services. In the main the other Departments
are Home Affairs, Social Development, Health etc.
10Strengthening our Call for NYS
- Country wide mass mobilisation planned for
December and January to attract about 5000 young
people into service - Deputy President fully supports the mobilisation
- The JMC s support is needed in spreading the
message across - Site visits are planned for departments to view
examples of best practice - The Deputy President has visited a site in
Diepsloot and has two visits planned in two weeks
time, one in NW another in Limpopo
11Policy Review on NYS
- NYC leading an NYS Policy Review
- The Review will be based on the Green Paper(1998)
and White Paper (1999)on NYS - The delivery date for a revised policy is March
2007
12Conclusion
- An estimation of 8 000 young people have gone
through NYS programs - What needs to be established is exit
opportunities created for these young people.
