4THE STRATEGIC PROGRAMME A POLITICAL COMMITMENT
- The Strategic Programme
- Â
- - is the main political instrument of the
Province of Milan to guide its interventions and
actions in order to favour innovation and
competitiveness of the Milan productive system. - Â
- - is a non-interventionist strategy, open to the
private resources contribution and based on the
cooperation among the actors, in which the role
played by the Province of Milan is as promoter,
incentivator and coordinator. - Â
- The Programme has been discussed at the
Innovation Forum - a place for discussion,
strategic formulation, where the principal
actors involved in the innovation system are
represented. - Â
- Thanks to their participation, the
identification of the innovation systems needs
and the main strategic action lines has been
possible. - Â
5THE STRATEGIC PROGRAMME FOR THE DEVELOPMENT AND
SUPPORT OF INNOVATION IN THE PROVINCE OF MILAN
1999-2001
- Â
- Starting with the 1999-2001 Strategic Programme,
the MOST IMPORTANT ACTIONS directly promoted - are the following
- Â
- - strengthening of the technological and
technology transfer check-up activities - - specific projects developed in partnership
with various institutions (universities, business
- innovation centres, agencies, entrepreneurial
associations) - - establishment of new facilities and
territorial agencies - - interventions in the field of financing for
innovation and informal financing. - Â
- On the basis of suggestions made by the
Strategic Programme and the Innovation Forum, the
Province of - Milan also promoted SPECIFIC MEASURES AND
FINANCING SCHEMES FOR SMEs - Â
- In 2000-2001 tender to support SME Innovation
in ICT, e-commerce and quality processes
(approximately Euro 13 million have been
made available to Milan SMEs) - Â
- Â
- In 2001-2002, a special tender to foster
women-based start-ups - (approximately Euro 13 million have been made
available to Milan SMEs)

PRODUCTION ACTIVITIES IN THE PROVINCE OF
MILAN2002-2004
- Based on the previous experience, the
2002-2004 Strategic Programme of the
Province of Milan proposes to continue in
the creation of a shared intervention
strategy for the development and support of
technological innovation through the
promotion of planning interventions aimed at
supporting business growth in the area of Milan. - Â
- Such interventions are structured under
Operating Axes corresponding to the Provinces
goals. Each axis contains a summary of Measure
and Actions that point out intervention
proposals to be carried out over this three-year
period. - Â

9TWO KEY INTERVENTIONS IN 2002-2003 (1)
- Two important initiatives of the Strategic
Programme 2002-2004 have been already launched in
2002-2003 with a total budget of 3.5 Million
Euro - - The Measure to support European and
International patenting processes of SMEs,
Universities and Research Centres of the
province of Milan, providing financial
contribution to cover 50 of patenting process
costs up to 12.000,00 - Goal to stimulate and increase the patenting
activity - Reason IPR protection as competitive advantage
in domestic and foreign markets - Total budget 2.155.198,00
- Target groups/beneficiaries Small and
Medium-sized Enterprises (SMEs) (affiliated forms
also included) and private Research Centres,
working in any economic sector, having legal and
operative central offices in the province of
Milan Universities and their Departments,
University Consortia, and public Research
Centres, having a location in the province of
Milan - Type of support financial contribution for
multiannual investments and costs of the
patenting process at European and/or
international level - Focus on
- Industrial Invention
- Utility Model
- Ornamental Design or Model
- New Vegetable Varieties
- Topography of Semiconductor Products

- The Measure to support the start-up of new
innovative enterprises and the award of the best
entrepreneurial ideas, providing financial
contribution to cover 50 of the start-up process
of a new entrepreneurial activity up to
50.000,00 - Goal to favour the start-up and development of
new enterprises with high innovative content - Reason the application of new
technologies/processes/concepts helps the
generation of new entrepreneurship and new
employment new opportunities for development and
growth - Total budget 1.500.000,00
- Target groups/beneficiaries entrepreneurial
projects born from university or enterprise
spin-offs, submitted by young graduates, research
fellows (doctorate students, contracted
researchers, etc.), PhDs or specialized
post-graduates, laboratory technicians,
professors, and researchers in general - Type of support financial contribution for
multiannual investments and expenditures and
granting awards to the best entrepreneurial ideas - Focus on
- New entrepreneurial activities
- Any economic sector
- High innovative content in terms of
product/service, process or management innovation
