Project Analysis
  • New technology is released to the market
    everyday.
  • If your competition has a technological
    advantage
  • In business it could mean lost revenue
  • In the military it could mean
  • Compromise of national security
  • Lost battles
  • Human casualties

3
Problem Statement
  • The Integration Test Facility has not kept up
    with the Navy
  • 48 test workstations need to be swapped-out for
    more current hardware
  • The last bulk purchase of workstations was in
    2001
  • Most of our equipment budget has been spent on
high-dollar items like routers, switches, and
    servers
  • Current workstations are not powerful enough to
perform some types of load testing
  • ITF is at risk of losing up to 1/3 of its test
budget to competing labs with newer equipment

6
Project Objectives
  • Conduct research to determine make/model of new
    workstations
  • Procure new workstations
  • Minimize impact on current testing efforts
  • Remove legacy workstations
  • Install new workstations

7
Project Scope
  • Purchase 48 workstations plus 4 spares
  • Fully load and configure workstations
  • Create Ghost images of workstations with just OS
loaded and with COMPOSE, GOTS Delta
  • Remove, declassify, and dispose of legacy
    workstations

8
ROI Analysis
9
Success Criteria
  • All new workstations have been placed in their
respective racks and are fully operational
  • All legacy workstations have been declassified
and disposed of through approved methods
  • Project related downtime is less than 3
  • All project milestones have been accomplished

10
Feasibility Study
  • Technical Feasibility
  • In-house expertise is readily available
  • Operational Feasibility
  • Test workstations are in use everyday
  • Swap-out should be transparent to the end-user
  • Economic Feasibility
  • More funding for capital investments is available
    to sponsor
  • High ROI means denial of funds is unlikely

11
Risk Management
  • Use of risk register to track risks and plans for
    dealing with them

12
Communication Management
  • Weekly status reports to project sponsor (1 hr)
  • Accomplished milestones
  • Problems or delays
  • Estimated Time to Completion (ETC)
  • Earned Value (EV)
  • Actual Cost (AC)
  • Cost Variance (CV)
  • Schedule Variance (SV)
  • Cost Performance Index (CPI)
  • Schedule Performance Index (SPI)
  • Anything else the sponsor asks for

13
Work Breakdown Structure
14
Staffing and Scheduling
15
Implementation
16
Final Analysis
  • Make this event a recurring event
  • Every two years
  • Lessons learned
