Introduction
  • The Joint Lessons Learned Information System
    (JLLIS) is a web system that implements the
    requirements for the Joint Lessons Learned
    Programs (JLLP). Organic to the JLLIS is a
    spiral evolution process designed to
    continuously improve JLLIS performance, ensure
    compliance with DOD guidance, and ensure
    interoperability with related information
    management systems. The Joint Staff Director for
    Operational Plans and Joint Force Development,
    J-7 serves as the office of primary
    responsibility (OPR) for the JLLP and the JLLIS.
    Within the JS/J-7, the Joint Training Division
    serves as the delegated program manager for the
    JLLP and the JLLIS.

Description
  • This document describes the implementation plan
    for deploying JLLIS into an operational system.
    The plan contains an overview of the system, a
    brief description of the major tasks involved in
    the implementation, the overall resources needed
    to support the implementation effort (such as
    hardware, software, facilities, materials, and
    personnel), and any site-specific implementation
    requirements.

JLLIS Development
  • JLLIS development will address and provide an
    input management and support tool, a central
    repository, advanced search tools, and analytic
    capabilities. JLLIS will maximize the use of
    government and commercial off the shelf
    solutions, and will be postured to ensure
    alignment with current, emerging, and future DOD
    and joint information technology guidance.

Initial Phase
  • The initial phase, scheduled for completion by
    the end of FY06, provides the input and
    management support tool to all Combatant
    Commanders. The mid phase, scheduled for
    completion in 1st Quarter FY07, redesigns the
    input management and support tool to make it GIG
    compliant and Net-centric. The final phase,
    scheduled to begin in 2nd Quarter FY07, will be
    an ongoing effort involving maintaining and
    updating the system in 4-5 month spiral
    development cycles. This phase will refine the
    input management and support tool and provide an
    automated dissemination and publishing tool
    capable of generating supporting reports and
    summaries, and tracking of tasks.

Final Phase Timeline
  • The final phase will begin with a full-production
    rollout, including long-range planning,
    coordination, budgeting, management, maintenance,
    and updating. Building upon an established
    foundation, the JLLIS Program Management Team
    will continue constructing tools that promote the
    JLLIS vision. This phase, anticipated to begin
    Jan 2007, will be an ongoing effort involving
    maintaining and updating the system in 4-5 month
    Spiral development cycles.

  • The parties to this MOA are the Marine Corps
    Center for Lessons Learned (MCCLL), the Joint
    Center for Operational Analysis (JCOA), and the
    Joint Staff (JS) J-7, Operational Plans and Joint
    Force Development Directorate.

JLLIS MOA Purpose
  • This memorandum formalizes an agreement between
    the Joint Staff J-7, the Marine Corps Center for
    Lessons Learned (MCCLL), and the Joint Center for
    Operational Analysis (JCOA) regarding the
    development, support, and management of the Joint
    Lessons Learned Information System (JLLIS) and
    the Joint Lessons Learned Repository (JLLR).

JLLIS MOA Responsibilities
  • A successful program requires a formal team
    structure, with defined roles and
    responsibilities that clearly articulate the
    authority given to each team member and that each
    accepts responsibility for completion of
    assignments necessary for the successful
    accomplishment of program activities. Subject to
    the availability of funds, program team members
    will be accountable for the effective performance
    of the assignments outlined below
