1FUTURE FOR OFFSHORE WIND ENERGY IN SPAIN
Félix Avia Aranda Wind Energy Department
2Total wind power installed in Spain at the end of
2006 was 11,615 MW. Spain does not yet have any
offshore wind power plant.
3- Promoters are focused in the installation of wind
farms onshore. Onshore wind resources have the
potential to cover the maximum wind power allowed
to be integrated in the present Spanish grid. - Spanish waters are generally deeper than those on
the North European cost. - Regulations for permission installation are
complex and not friendly application. - Last but not least, same feed-in price that for
on onshore wind farms. -
4EXISTING POTENTIAL - 2050
5OFFSHORE PROJECTS IN PLANNING STATE
31 projects presented for permission on the cost
of Galicia (7), Andalucia (17), Cataluña (4),
Valencia (3) and Murcia (1) for a total of 2,800
MW
6ROYAL DECREE FOR OFFSHORE WIND FARMS REGULATION
- In December 2005 a draft Royal Decree (RD) was
submitted by the Spanish Government to the main
players and lobby groups to define the
procedures, conditions and criteria that are to
govern the authorizations for the construction
and extension of the wind farms. The minimum
power capacity of an offshore wind farm it is
fixed at 50 MW.
- Six Ministers are involved in the process for
authorization of a wind farm. The objective of
this new RD is to establish a simplified
procedure for offshore wind installations, being
the General Direction for Energetic Policy and
Mines (DG PEM), depending of the Ministry of
Industry, Tourism and Trade, the responsible that
operates as the central institution in
relationship to the many interests connected to
the establishment of offshore wind power
projects.

8FEED-IN TARIF FOR WIND ENERGY
The draft of the up-dated Royal Decree that
regulates the activities of electricity
production using renewable energies (RD 346),
included for first time the regulation for the
feed in price for the electricity produced by
offshore wind farms
That figures make attractive the future Spanish
offshore market!
