Title: ENAV and the SESAR JU
1The Point of the ANSPs
Kyiv, 26th June 2009
2The scenario
- With the existing scenario we are moving towards
a capacity crunch - The increase of traffic at local and
international level is becoming the catalyst for
more globalization and for evolving pattern of
ATM European industries
- The main objective is to achieve system capacity
in line with the traffic growth - The objective of increasing capacity becomes not
only a local matter but a global international
business due to the dimension and complexity of
air traffic
TIME TO ACT
- important ANSPs collective actions to be
undertaken - in the incoming years
3Europe facing development challenges
- Research has failed to deliver the necessary
modernisation efforts - Technology is not the only challenge decision
making is also a key issue - In Europe, the issue is even more complex due to
fragmentation
4An in-depth ATM reform launched
Rationalise ATM institutional set up
Single European Sky
Launch technological development

7ANSPs Effort Distribution across WBS
8SJU WP3 VV Infrastructure
- The WP3 Validation Infrastructure should be able
to support validation from single ATM
applications up to the whole SESAR ATM Target
Concept, supporting the relevant phases of the
ATM System development lifecycle (focusing mainly
on V3)

10ENAV and SES implementation BLUE MED FAB
- BLUE MED is a project aiming at Functional
Airspace Block establishment, carried out by 4EU
Member States (Cyprus, Greece, Italy and Malta),
answering to SES2 regulatory provisions - Definition Phase started in March 2009, closing
date August 2011 - A TEN-T funded project
- 9 Working areas, about 150 experts involved and
6M as an overall project cost - The Definition Phase aims at providing all
details of the 2012 implemented FAB (2012 as a
mandatory deadline) - At the end of the Definition Phase, FAB
implementation subject to binding go/no-go Member
States decision - Planned interactions
- Inter-FAB cooperation as a requirement from the
Feasibility Study - Users, S-JU, EASA, Staff/Prof. Associations as
privileged stakeholders

13Conclusion
- Italy supports SES through participating SESAR
and establishing BLUEMED FAB - ENAV fully commited to SESAR phylosophy and
approach - ENAV belives in ATM Performance Partnership
through the partecipation of all ATM Stakeholders - ENAV support ANSPs primary role in RD and
deployment actvities for the new ATM System, as
they bear the costs and risks for its operation - ENAV addressed its participation in oder to
- Exploit its know-how in ATM Operations
- Offer to the SESAR JU its past and current main
investments for ATM Validation tools and
infrastructure
