3Rationale
- RPAS is generating a new service sector
- Development of a seamless regulatory framework
and enhance the coordination of various on-going
RD initiatives - A broad, safe and swift RPAS integration into the
aviation system requires an enhanced coordination
between the numerous actors and the different
activities involved (regulatory, RD and others) - Phased RPAS insertion in airspace which will
subsequently be alleviated as soon as technology
and regulation progress
4AIRICA - ATM Innovative RPAS Integration for
Coastguard Applications
- MAIN OBJECTIVE Demonstrate the application of
Remotely Piloted Aircraft Systems for coastguard
activities, in non-segregated airspace. The
envisioned coastguard tasks will involve flights
Beyond Visual Line Of Sight. This requires the
aircraft to be equipped with appropriate sensors
and on-board Detect and Avoid capabilities, which
will be implemented and tested. - VALIDATION APPROACH Flight trials on an
optionally piloted Gyro-copter. - PROJECT ENDS October 2015

5Necessity of the RPAS Definition Phase
- Refine the essential RD activities for the
integration in the EU Aviation System in the
context of the Single European Sky initiative, as
of 2016 and beyond - Identify globally interoperable and harmonised
ATM requirements and enablers to meet the
performance requirements - Produce a RD and Validation programme -
including planning, costs and priorities, as
required by the different identified ATM
requirements and enablers - Establish a high level implementation timeline,
including costs and priorities - Provide material supporting the alignment of the
legislative, financial and regulatory frameworks
required for the deployment, including incentive
mechanisms
6Conclusion
- Ability to implement dual-use and synergy in
Civ/Mil RPAS Research in particular in terms of
airspace integration is not dormant, potential or
eventual - It is actual and proven capability to stimulate
- Need to promptly move forward to develop solid
dual-use and synergy-led mechanisms - Inaction could be adverse in terms of
- duplication of efforts, time, costs
