36- The Collection of Data
- DSG manages many data collection exercises per
year this involves - Defining data to be collected and who will
provide the data and when. - Design and implementation of data collection
mechanisms (paper forms, electronic submission of
data files or web forms). - The operation and management of the data
collection process. - Validation and cleaning of collected data ready
for analysis and dissemination. - DSG carefully manages the often conflicting
requirements of maximising data quality and
completeness, minimising the burden on data
providers and maintaining an economic, efficient
and effective service. -
37- Data Collection Challenges
- Recently there have been several internal and
external challenges to how data collection is
implemented and run within DSG. - DAZ technology is becoming old.
- The required functionality of data collections
now exceeds the scope of DAZ and it is,
therefore, becoming less useful. - Copies of DAZ systems are distributed to data
providers, for them to run locally. The cost and
effort of distribution and maintenance is a
concern for everyone. - School Workforce Census requires radically new
functionality for dynamic matching and merging of
data during the data collection process.
38- The DSG response to these challenges was to
develop DISC - There are two main elements to DISC
- DISC-Studio which will be used by DSG to design,
document and build data collections (i.e. the
geeky bit you never get to see). - DISC-Portal which will be used to run the data
collections (i.e. the bit that you will use to
submit data to the Department).
39- DISC-Portal Facilities
- Single centralised master lists of organisations,
contacts and users that can be used by all data
collections. - Security model manages access control of
facilities (we are hooking into the single
sign-on project). - Able to run multiple data collections
concurrently. - Configurable data collection workflow (control of
submission and authorisation processes). - Simultaneous input to any data collection. The
system will take structured data files, web
forms, paper etc. - Real time monitoring and progress reporting.
40- DISC - The Technology Bit
- DISC will be built using current mainstream
Microsoft Technologies - Web based application using ASP.NET and .NET
framework. - Data storage within SQL 2000.
- Reporting using SQL 2000 Reporting Services.
- Windows 2003 Operating System Platform.
- Resilient and robust hosting site using web farms
and database clusters. - Youll want to know if it will cope with large
data returns and multiple concurrent users
logging on.

- DSG is aware that this is a significant change to
the sector. We will provide materials and
resources to ensure customers are confident and
proficient in using the new DISC system.
Specifically DSG will provide - Training sessions for LEAs involved in the pilot
exercises. - Comprehensive training guides and reference
manuals that LEAs can distribute and customise
for their schools. - A training version of DISC accessible to LEAs and
Schools. - A training help line via the DSG Helpdesk.
