10Future trends in legislation
- Producer responsibility will be extended.
- Life-cycle approach will be promoted.
- Hierarchy of the recovery options becomes more
vague. - Collection recycling targets will go higher.
- Landfilling will be more difficult.
- Health safety issues will be more important.
- Climate change remains on the agenda.
11European Declaration onPaper Recovery
Evolution of the Recycling Rate in W. Europe
2005 56.0
10 Mt
1999 48.7
2000 49.8
12Investments in paper recycling 2002 - 2003
- In 2002 and 2003 there will be some 2 million
tonnes of new capacity based on recovered
fibres in the EU. - Some 1.4 million tonnes is newsprint (Stora Enso
in Belgium, Myllykoski in Germany and Holmen
Paper in Spain, for example). - Palm investment in Germany will add some 0.6
million tonnes the corrugated capacity.
13Expected situation in 2005
- Recycling rate 56 - According to the European
Declaration on Paper Recovery. - Recovered paper utilisation in CEPI about 50
million tonnes. - Paper and board consumption about 90 million
tonnes. - CEPI countries will remain net-exporters of
recovered paper, but of a lesser magnitude. - The consumption of old newsmagazines and
high grades will grow fastest.
