Maine Pilotage Commission
  • Authority resides in MRSA Sect. 38 Chapter 90-106
  • Originally created in 1969. Transferred to the
    Maine DOT in 1999 from Department of Professional
    and Financial Regulation
  • Creates rules, issues licenses, investigates and
    administers pilotage in the state with a few key
    exceptions

  • Fishing and sail vessels
  • Military vessels utilizing the Kennebec River
  • U.S. flagged vessels

  • What type of vessels are required to take a
    pilot?
  • Generally, a foreign-flagged vessel with a draft
    of 9 feet or greater. This is typically every
    ship that comes into Maines three ports

  • 13 licensed pilots (9 active pilots and 4
    inactive but licensed pilots)
  • 4 additional candidates in various stages of
    apprenticeship and application
  • Licenses run for 5 years and require a minimum of
    40 hours of continuing education for renewal
    among other requirements

  • The Commission consists of 7 members
  • -One licensed pilot from each of the three zones
    (Eastport area, Pen Bay, Kennebec)
  • -Two members who are not licensed pilots but are
    from a maritime industry that utilizes the
    services of pilots
  • -Two members representing the public who are not
    licensed pilots but have a maritime background

  • Pilots Training Fund was created in April 2003
    and renewed in 2005 by the Maine Oil Spill
    Advisory Committee (MOSAC) Surface Fund
  • Provides 30,000 annually for training and
    continuing education for pilots
  • Expanded to include Portland harbor pilots and
    docking masters in 2007
  • Current agreement expires in 2010

  • Creation of full-scale bridge simulator of
    Penobscot Bay transit
  • Sending of a number of pilots to Port Revel for
    the generally acknowledged best pilotage training
    in the world
  • One day seminars on topics such as Pilotage law
    and liability, cold water survival, etc.

  • As for the future.
  • Allowing the Portland pilots and docking masters
    access to these funds will increase demand but
    not to an unmanageable level
  • Continuing short courses in-state on such topics
    as Bridge Resource Management for Pilots and an
    ARPA brush-up course
  • Encourage pilots to access the best training in
    the world to protect Maines coast
