State of the Schools Report
  • State Accountability
  • Must have a Good, Very Good or Exemplary rating
    on both the Quality of the STARS assessments and
    the student performance on STARS
  • Technical assistance will be provided to any
    districts not meeting the State Accountability

  • All students in the State
  • Highest scores at the elementary level
  • Highest areas of need English Language Learners
    and Students with disabilities
  • Secondary and Middle School Math
  • Overall participation (required 95
    participation) was not good at high school level

District AYP for the State
  • 159 districts had at least one group of 30
    students (represents 30 of the districts)
  • Only 49 districts met all State target goals
    (about 30 of the 159 districts)
  • In these 159 districts, the number of groups with
    30 students ranged from 1 to 400!

School Level AYP for the State
  • Only 546 of the 1,220 schools in the State (45)
    had at least one group of 30 students
  • 277 of the 546 (51) met all AYP State target
    goals
  • Title I schools only 6 identified as being in
    need of improvement

What does it mean?
  • Not meeting AYP as a school or district that
    doesnt have a Title I program has no
    consequences this year as NCLB requires two
    consecutive years of data to identify a school as
    needing improvement
  • Title I schools must determine school improvement
    status based on previous years data

Federal Accountability
  • Disaggregated data allows schools and districts
    to target groups of students who are performing
    below the State goals
  • Most districts already working to address areas
    or groups of students that have been identified
    as low-performing

Curriculum Report New Data
  • Districts identify grades (i.e. 7-12 for
    junior-senior high) used for calculating
    instructional units
  • Middle school teachers considered endorsed in
    an area if acquiring 6 semester hours each year
  • Elementary teachers additional data for those
    not assigned to areas where endorsed

  • NCLB Goal to increase the number or percentage of
    teachers receiving professional development
  • Collecting the data with the School Improvement
    Plan

Highly Qualified Teachers
  • Goal is to meet the Rule 10 requirements in the
    NCLB Core Academic Areas (all except vocational
    and physical education)
  • 80 of the instructional units at the secondary
    level
  • 90 of middle school and 95 of elementary school
    teachers are appropriately endorsed for their
    assignments

Notifying Parents
  • NCLB parent notification required if child is not
    being taught by a highly qualified teacher
  • Nebraskas guidance is parent notification is
    required only if a long-term substitute (4 weeks
    or more)
