NCLB Qualified Teachers
  • Fall Personnel Report identify teachers
    assigned outside of endorsed areas
  • HOUSSE form due November 1
  • Special Education teachers
  • No HOUSSE form this year

NCLB Teachers Report
  • State of the Schools Report will report
    percentages of courses taught by NCLB Qualified
    Teachers for each school and district at all
    grade levels
  • 5-day window in mid-November to review data
    before open to the public
  • Located under Federal Accountability
  • Percentages are basis of goals for Title II

Adequate Yearly Progress (AYP)
  • State of the Schools Report opens to the public
    on November 30
  • Federal Accountability will be open to the public
    on December 5th
  • Adequate Yearly Progress same charts as on the
    10-day window and last year
  • NCLB Qualified Teachers

Graduation Data
  • SPELL website open
  • Contains the completer data for districts
    reporting students who completed high school in
    more than four years
  • Districts need to identify if any of these
    students reported were Special Education or
    English Language Learners who received a regular
    diploma
  • Data submitted by Nov. 12th used for AYP

2004-05 Applications
  • Can continue to amend the 2004-05 NCLB
    Consolidated Applications
  • Budget changes only
  • Helps if you notify the reviewer of what was
    changed
  • Still some districts that have not amended in
    carryover from last February

Important Dates
  • Close-out of 2004-05 Application
  • Opens November 1st
  • Closes November 30th
  • Payments for 2005-06 Application
  • Opens November 15 for both Scheduled Payments and
    Auto-pay (reimbursement)

Closeout - 2004-05 Applications
  • Carryover limitations
  • 15 for Title I (includes Title I Cooperative
    Projects)
  • 25 for Title IV Safe and Drug Free
  • Must request, in writing or email, a waiver to
    exceed these limitations before attempting
    closeout of these two programs

What is a Final Report?
  • In the Grants Management System, a Final Report
  • Marks a programs budget as closed to further
    changes
  • Moves any remaining funds as carryover
  • Transferred carryover returned to original
    program
  • Balances the years activities for that program
  • Provides a year-to-date summary

Who must submit a Final Report?
  • Need a final report for all programs so that the
    grants management system can balance all grants
  • Even if all funds have been spent in a program
    and youve already marked it as a final report,
    well need to have you complete this new final
    report

Final Report
  • Can submit expenditures through end of August
    (district fiscal year) or end of September
    (federal year) ---
  • Title I and IV with carryover need to report
    through Sept. (carryover limitations apply)
  • Please hold reimbursement requests ready now
    until we open the Final Report on November 1st

  • Perfect Storm last week in September
  • New applications as well as amendments
  • Approval of submissions and Payments

  • Goals and Needs Pages check only the Program
    (boxes) that will be used

  • After October 1st, the GAN will have 100 of
    allocations

Payments in 2005-06
  • NEW scheduled payments
  • Selected this option on the Budget Detail page of
    Title I, Part A and Title II, Part A
  • Equal payments every month of 75 of the approved
    amount in Object Codes 100 and 200
  • Paid on the 15th of each month after application
    is approved with the balance at closeout
  • Cumulative (sum of what was scheduled through the
    approved date)

Auto-Pay Payments
  • GMS will make payments for reimbursement requests
    without submission of supporting documentation
    until the total of auto-pay and scheduled
    payments (if any) reaches the thresholds (50 and
    75) of the approved budget for that program
  • GMS will notify you when a threshold is reached
    and supporting documentation is needed

  • Grants mailed to districts already
  • List of all allocations should be ready soon
  • Contact U. S. D. E. - Robert.Hitchcock_at_ed.gov
  • To get a new DUNS number if district has
    dissolved
  • To inquire about payments for funds awarded in
    July 2003 and not received before Sept. 2005
