Computer Systems
24- Scope
- Will address the departments relationship/reliance
to ITD. Initial task will identify and
prioritize the criticality of each department to
determine the method of contact and data
collection. -
- Will document the rationale and costs associated
with our current solution. It will document
usages and calculate the appropriate IT costs
allocated to each department.
25- Interview Objectives
-
- Identify the state's critical operations, the
programs associated with those operations, and
evaluate the level of impact if those operations
are interrupted. The interview process enables
the cross evaluation of each department responses
to multiple scenarios.
26- Disaster Definition
-
- In order to qualify the term Disaster,
Department Heads were asked to provide a
definition of Disaster. - Example Scenario Power stays on main chiller
goes down computer room air conditioners stop
running extreme temperature rise in room
hardware needs to be gracefully taken down before
internal thermals shut systems down. Is this a
disaster by ITDs definition or the customers? - What is a current recoverable window without
declaring a disaster?
27- Define Critical
-
- Critical is your definition for judging initial
responses in a disaster situation. - How does the Information Technology Department
define critical, and any stages of critical? - Example Critical could be defined as, a
duration of down-time of 1 minute or more or 30
minutes or more. - A second stage of critical could be 30 minutes to
30 hours (98 critical). - Is the first stage of critical 0 days duration?
- Is the second stage of critical 7 days duration?
- Is the third stage of critical 14 days duration?
28- Define Critical cont
-
- Critical could be defined as affecting the life
of citizens. - Critical could be defined as affecting the life
and safety of state officials. - Critical could be the affect on the welfare
program and how that affects the stability of
civil cooperation.
29-
- The information that you provided will be very
useful in analyzing the operational continuity
requirement of the state. Once the information
is analyzed, we may have the need to contact you
for further clarification.
30- Jerry Fossum, Associate Director
Telecommunications
31Provision of DSL, Cable, Satellite or Other
Low-end Broadband Connections
- In accordance with Century Code Chapter 54-59-02.
The Information Technology Department (ITD) will
provide these services to STAGEnet clients.
Charges for these services are as follows - State Agencies
- Actual cost of the service plus a 28.25/device
fee (includes a firewall and VPN clients if
needed) - Higher Ed., Political Subdivisions and K-12
- Actual cost plus 40/month.
- VPN clients are 28.25/month each.
32Provision of DSL, Cable, Satellite or Other
Low-end Broadband Connections - Cont.
- ITD will provide a pre-configured low end
firewall (Linksys) with 4 ethernet ports. You may
install this yourself or hire ITD to install it. - ITD will install and maintain a Cisco Pix 501
firewall for a one time cost of 750. This
firewall has network to network VPN capability
for up to 10 devices.
33VPN
- VPN clients will be required to access any
services located inside STAGEnet firewalls. Local
firewalls are required wherever VPN is used and
highly recommended for any broadband connection. - The use of VPN may cause slower then expected
performance. - Effective September 1, 2002.
34Proposed NOC
35Internet Access Upgrade
- Converted from 1 DS3 in Bismarck and 2 DS3s in
Fargo to 1 OC3 in each location - Doubled available bandwidth from 135MB to 270 MB
- Allows for true fail-over capability
36Video
- 160 registered video sites and growing
- Monday August 26th we had 36 classes being taught
involving 90 different locations
37- Dan Sipes, Associate Director
Administrative Services
38Norton Anti-Virus
- Separate fee for Anti-Virus goes away for state
agencies starting 7/1/2003. - Instead of renewing contracts with current
vendors agencies should be migrating to the
centralized service. - Contact is Sean Wiese 328.1985
39Electronic Forms
- Electronics Forms Committee selected Cardiff
LiquidOffice as preferred solution. - Working with agencies to determine potential
billing metrics for approval by the Committee. - After metrics are approved we will finalize the
contract. - Contact is Becky Lingle 328.3585
40Security-Firewall
- Overall strategy is to eliminate conduits in the
firewall. - Three main strategies
- Reverse proxy for web servers
- External FTP Server for FTP services
- VPN for all other connections
- Working with affected agencies to phase out
existing conduits in the firewall.
41Survey Results
- 49 out of 53 response categories at 90 or above
for satisfaction. - Concerns

- Communication/Leadership
- Staff retention/availability
- Results will be posted on ITD website under
publications.

Network Billing Methodology
- Goals
- Provide wide area network services to all state
agencies, including higher education, counties,
cities, and school districts - Promote the use of this service Foundation for
e-government, e-commerce, - e-education, and economic development
- Establish fair and equitable billing rates to
recover the cost of this service
44History
- Pre July 1993 - 33 per device connected to
mainframe (ITD provided the device) plus actual
costs for circuits connecting external buildings - July 1993 - 29 per device connected to mainframe
- and 4 per pc connected to the wide area network
- plus actual costs for circuits connecting
external buildings - July 1997 - 16 per device connected to the wide
area network - 300 for a 56K Frame Relay circuit
- 500 for a T-1 Frame Relay circuit
- July 1999 - 16 per device connected to the wide
area network - 19.50 per device connected to WAN via a fiber
connection - 300 for a 56K Frame Relay circuit
- 500 for a T-1 Frame Relay circuit
45History
- 1999 Legislative Session
- Study concluding the need for high speed
connectivity and the high costs for this service.
Need to consolidate all of the states buying
power to drive the costs down. Also wanted a
postalized rate so the high cost in the rural
areas would not jeopardize future connectivity. - July 2001 - 28.25 / device connected to the wide
area network - 840 for an ATM T-1 circuit
- Actual cost for a DSL circuit
-
46Current Environment
- 7,290 state agency devices
- Fiber connections to all state universities
- ATM T-1 connections to all 53 counties
- ATM T-1 connections to 202 schools
- Implementing ATM T-1 connections to 25 libraries
- Expenditures for Fiscal Year 2002
10,054,984.62 - (General Fund paid 3,389,226.68 of the above)
47Current Rate Structure
- ITD Recovers the Costs of Providing WAN Services
to State Agencies via ( 2 ) Rates - Device Fee (28.25) is assessed to all state
agencies with WAN access of greater than dial-up
speed - WAN Circuit is charged at the 840 for an ATM T-1
- DSL circuits will now be billed at actual cost,
including installation charges
48(No Transcript)
49 50Current Rate Structure
- ITD Recovers the Costs of Providing WAN Services
to County Government with ( 1 ) Rate - Allocating the monthly cost on a flat fee basis

government. They own and manages their own local
area networks and ITD does not provide the same
level of service to these entities.
51(No Transcript)
52Current Rate Structure
- ITD Recovers the Costs of Providing WAN Services
to Schools and Libraries with General Funds - Actual costs for these connections are paid with
general funds including ITD staff 2 FTEs - ITD does not mix these funds no subsidizing
to/from either group
53Other Rate Structures
- South Dakota Bureau of Information Technology
- Charges 21 device fee for all devices whether
connected to the WAN or not - Charges 54 user fee to all standardized on
same hardware and operating system - Frame Relay T-1 Circuit 495
