  • January 1, 1863
  • Lincoln declared slaves to be
  • freed in Confederate states only
  • Not the border states!
  • Didnt feel the Constitution gave him the
    authority to free all slaves
  • Only as a military action against his enemy, as
    Commander-in-Chief of the military

  • The President is commander of all the armed
    forces

  • Why not the border states?
  • They were slave states, but still in the Union,
    Lincoln didnt want to make them mad and lose
    their support

  • This was a military strategy to try to weaken the
    South
  • Slaves would be able to get to safe places behind
    Union Army protection
  • Get more people to join the Union army against
    the South (including African Americans)

  • Abolitionists happy- slaves finally free
  • Northern Democrats angered- thought it would only
    prolong the war- not help settle it
  • Union soldiers happy- anything that weakens their
    enemy is good
  • White Southerners angered- attempted to keep
    slaves and keep them
  • from getting the information

Fighting for Freedom
  • How did African-Americans help the Union?
  • They joined the Union army
  • 166 regiments, led by white officers
  • Approximately 180,000
  • African-American soldiers served
  • They were paid less
  • Wanted to destroy slavery
  • Gain respect and prove they are equal
  • Many of the white officers began to believe in
    their equality after fighting with these soldiers

The 54th Massachusetts
  • One of the first African-American regiments
    formed
  • Included two sons of Frederick Douglas
  • Led a heroic attack on Fort Wagner in S.C.
  • Made them famous and increased African-American
    enlistment
