6GIS SDI (Spatial Data Infrastructure)continued
GIS SDI
- Goals of the Geospatial Node
- Put the necessary infrastructure in place to
facilitate the transfer and availability of
geospatial data fundamental to emergency
management and situational awareness. - Generate added value data by aggregating specific
data to a common display and reference for
general applications and services - Integrate program and event data for use in web
services and applications - Include State agency framework datasets for
applications
7GIS SDI (Spatial Data Infrastructure)continued
GIS SDI
- Potential SDI facilities need to be a central
location and continuously operating facility - The Alabama State Emergency Operations Center is
- Centrally located in the state
- Operates 24-7
- Coordinates with all state agencies
- Is connected to fiber optic, standard, and state
networks - Houses the statewide interoperable
communications - Has increased bandwidth capabilities and server
capacity - Has 2 week backup fuel, generator, battery,
water, and air facilities - Services the Alabama Metadata Portal
- Employs fulltime GIS, IT, and DBA staff
8GIS SDI (Spatial Data Infrastructure)continued
GIS SDI
- Future needed components and use
- Address tables, ranges, points, and index.
- Aggregate services or data that generate a
statewide address system to improve the current
geocoding accuracies from 40 rural and 60 to
80 urban to support reliable results and
placement. - Integrate services from multiple local, regional,
state, and federal agencies. - Continue to add services and data for
applications and programs like BZPP, Siren
Locations, Staging and Distribution, Generators,
Repetitive Flood Loss, and Hazard Mitigation - Secure operations and maintenance funding for
continual operation of Node and Network Services

EOC(s)
- Alabama EMAs Mission is to provide preparedness,
response, recovery, and mitigation to protect the
people and property from natural and man-made
disasters. - Emergency Operations have an eminent need for
- reference and base mapping systems.
- shared geospatial architecture
- near/real-time data
- incident reporting/command
- common operating picture
- unified command
- Most county EOCs need spatial awareness and
coordination, but cannot afford the technology or
personnel - They need to be able to interact, view
incidents, and share information over a common
service network

EOC(s)
- EMITS (Emergency Management Incident Tracking
System) - Tracks incidents from all 67 Alabama counties
- Web accessible and requires minimal technology
for use - Alabama EMA needs to integrate the EMITS, and CAP
feeds for NIMS and COP displays - Geospatial services need to be exposed and ready
for a variety of local systems, EOCs, 911/CAD, or
GIS

Data Fusion Centers
- Alabamas Data Fusion Center
- Programs supported by SDI and COP programs
- AlaCOP (Alabama Communications and Operations
Portal) - LETS (Law Enforcement Tactical System)
- PUSH (Private Utility Security HSRM)
- CAMS (Centralized Agency Management System)
- SHARE (Secure Homeland Access and Reporting
Environment) - Integrates HSRM CARD IDEM to provide
Homeland Security reporting, common contacts
directory and information forwarding - The Alabama Metadata Portal and AEMA geodatabase
are included in the Fusion Center programs for
geospatial applications - ArcServer 9.2 is necessary for data sharing,
integration, and geospatial services
applications
14Data Fusion CenterLaw Enforcement / Criminal
Justice / Homeland Security
Data Fusion Centers
- ACJIC was established in October of 1975 by the
Alabama Legislature to collect, store, retrieve,
analyze, and disseminate vital information
relating to certain crimes, criminals, and
criminal activity. - The principle mission of ACJIC has been to assist
all officials and agencies of the criminal
justice community - 24/7 support through telecommunications, network,
and web-based applications - Provides information from FBI National Crime
Information Center - ACJIC serves over 600 state member agencies and
over 15,000 law enforcement personnel - Instant communication between 10,000 plus
terminals - Process more than 3.4 million transactions per
month - Serve local data, support, analysis, and reports
- AEMA and ACJIC have a strong partnership to use
the existing AEMA SDI in the implementations of
the Fusion Center and ADHS
15Current ACJIC Relationships
16Alabama Dept. of Homeland Security
ADHS ACJIC
- Established by the State Legislature June 2003,
by Governor Riley - Is the state agency to
- assist, coordinate, and encourage homeland
security preparedness by state departments and
agencies and political subdivisions of the state - by authorizing the making of grants, as funds are
appropriated for such purpose, to any political
subdivision of the state in amounts not to exceed
the amounts authorized, for the purpose of
promoting homeland security. - Primary goals and focus are anti terrorism and
prevention - AEMA Director Bruce Baughman is the Assistant
Director to ADHS for Emergency Management and
Response
17Alabama Dept. of Homeland Security Continued
ADHS ACJIC
- ADHS administers DHS funding and programs.
- It is staffed and organized to mirror US DHS and
is divided into four major functional areas - Borders
- Ports and Transportation
- Science and Technology
- Emergency Management and Response
- Currently developing Buffer Zone Protection Plans
(BZPP) and National Infrastructure Protection
Plan (NIPP) - A COP/SOA solution for the implementation of BZPP
and NIPP could greatly assist in plans
development, spatial processing and analysis
18ADHS ACJIC
Alabama Dept. of Homeland Security Continued
- ACJIC Role in ADHS
- ACJIC provides technical assistance, support, and
program development for ADHS - Assist officials and agencies of the homeland
security and criminal justice community - 24/7 network support, and web-based applications
- Program Integration
- Terminals and transactions services
- Serve local data, support, analysis, and reports

20Critical Infrastructure Protection (CIP)
Critical Infrastructure Protection
- Both AEMA and ADHS/ACJIC have programs involving
CIP - AEMA has been assembling available data layers
for basic infrastructure and essential facilities
- Hazard Mitigation Grant Program requires Local
Emergency Planning Committees (LEPC) to plan for
all hazards and include local and impacting
critical infrastructure - A geospatial program based on HSIP or similar
data would visualize and interact with LEPC and
local governments to facilitate local to federal
transactions of basic information - ADHS/ACJIC has been coordinating with federal
agencies to assemble the National Assets Data
Base DOD Applications - The NADB database is available in tabular format
and lists location and attribute information as
provided - DOD and NADB focus on chemical, biological,
radiological, nuclear, and explosive facilities
and modeling
21COP Summary
- Existing programs and partnerships should be
leveraged to fill the focus area model - AEMA coordinates with all state agencies and
local government operates the SEOC and has
established a statewide geospatial data
infrastructure for emergency operations and, is
developing a geospatial node for event and
program data - LEPCs plan for all local hazards and essential
facilities - ACJIC coordinates the Alabama Fusion Center and
hosts many integrated programs for law
enforcement, homeland security, and information
distribution - ADHS coordinates Homeland Security grant and
anti-terrorism programs mirror the federal DHS
organization and, they support federal programs
such as the National Assets Data Base (NADB) and
Buffer Zone Protection Plan - GSA operates the public Alabama Metadata Portal
22COP SummaryContinued
- Potential services and programs to be
implemented - HSIP integration for seamless and multi
jurisdictional base/reference mapping - Use HSIP as seed data to promote interaction and
local improvements - Use SOA to coordinate data adjustment and
collection through regional and local officials - BZPP development, geospatial processing and
application - Use COP and associated services to provide a more
complete spatial analysis for plans and
mitigation - Involve ADHS programs and potential funding
- EMITS integration for visualization of incidents,
situational awareness, unified command and
operations - Alabama Fusion Center applications to support,
integrate, combine, and analyze data for law
enforcement and information sharing - Support 911 geospatial services to aggregate
centerline and address range information
