  • To establish common, clear and understandable
    rules for all providers of public services
  • To ensure customers of safe and reliable
    supplying with energetic resources
  • To create favourable market environment in public
    services area for suppliers and customers

Criteria for licensing in District heating
sector
  • Common generation of electricity and heat with
    capacity more than 1MW

Criteria for licensing in Gas
sector
  • natural gas transmission, storage, distribution
    and sales
  • liquid gas filling in tanks and cisterns for
    sales purpose, distribution and sales

Criteria for licensing in Electricity sector
  • generation power plants with capacity more than
    1 MW
  • transmission voltage level 110 kV and more
  • distribution voltage level between 1 kV and 110
    kV
  • sales amount per year more than 4000MWh

  • 70 licensed companies
  • natural gas 4 licenses (transmission,
  • storage, distribution and sales) for monopoly
