3Objectives of CENELEC
CENELEC aims at developing electrotechnical
standards as a basis for a European market
without internal barriers for electrotechnical
goods and services. It also seeks to develop
harmonized conformity assessment procedures
following the principle of
1 standard, 1 test, accepted everywhere

- Through the Dresden Agreement (signed with the
IEC) CENELEC ensures the implementation of as
many international standards as possible in the
European territory with 3 positive outcomes - Barriers to international trade are removed in
Europe - Broadening the market for manufacturers using
CENELEC standards - Increasing safety in electrical equipment

- Prepare an Interim Report covering all influences
- Prepare a Code of Practice.
- (Beyond this work, the aim is to have the CoP
accepted and used in the marketplace, for it to
be maintained and regularly updated.)

initiatives ?
- Smart House sets the standards for the Home of
the future in Europe and has a clear integrated
vision as well as a defined deadline - Supported by EU Commission,
- Supported by ICTSB (the 3 standards bodies in
Europe) - Smart House is a whole and covers all aspects (10
sections including installation) - The 10 Team Leaders are coming from the Industry
committed to gathering the industry inputs - Smart House is closely linked to other worldwide
initiatives like DHWG, OSGi,..

cover - The Service Provider aspect.
- Content, Broadcasting (narrowcasting), DRM and
Security - The Network Operators aspect and Broadband
delivery - Network Termination and Residential Gateways
- Customer premises equipment (any electronic
appliance or equipment in the home) - Home networks and in-home communication (and
considerations for the building) - The User Interface, A/V equipment and Displays
- The Consumer (Subscriber), interface and privacy
- Architectures

- The following organizations are key players
have already provided a position paper for Smart
House - DHWG,
- OSGi,
- KONNEX,
- etc
16Scope / timeframe
- The Contract between the EU Commission and
CENELEC sets a requirement for particular
deliverables, milestones and performance
indicators. For this contract these are the major
deliverables - Roadmap for the work 19th
February 2004 - Interim Report 19th
September 2004 - Final Report / Code of Practice 19th August
2005 - In addition, there is a requirement to organize
the Smart House Forum that will meet on 11 May
2004 and once in 2005 (probably in April) - Lastly, this work is intended to achieve a
deliverable that will help the marketplace
accelerate its growth in the area of SMARTHOUSEs.
This implies - regular maintenance and upgrading of the CoP on a
yearly basis on into the future.

18Which standards are addressed ?
- The CoP is aimed at achieving the objectives of
e-Europe 2005 when every citizen will have a
range of Broadband Services. - The citizens using new services will need
equipment, systems and networks in their Smart
Houses that are - easy to use, interoperable, providing intuitive
interaction. - secure, safe and conforming to open and
transparent standards. - compatible with public procurement rules, since a
significant proportion of the Smart Houses of
the future will be equipped with help from public
funds, e.g. social housing. - intuitive, since many people are disadvantaged by
disability, poor health, poor education or age. - Similar requirements apply for the services and
applications provided by Service Providers.
19Which standards are addressed ?
- For both equipment providers and service
providers there must be structure in their
provision if the objectives of e-Europe 2005 are
to be met. - The Code of Practice will provide this structure
by - specifying a set of requirements that installers,
operators and manufacturers refer to. - specifying a set of requirements that service
providers, service operators and network
operators refer to. - referencing minimum levels of security for
systems in the Smart House and for communication
and provision of systems to it. - referencing Data Protection issues.
- referencing certain standards and specifications
that should be used. - The Code of Practice will be careful to specify
in general and generic terms so that technology
advances and new services are not impeded.

- Cooperation Platform for Research and Standards
- Specific Support Action focusing on FP6 IST
projects 2004 - 2006 - Improve the interface between research and
standardization and stimulate cooperation between
IST projects and standards bodies - Build a platform for current IST projects aiming
to upgrade their results through standardization
produce guidance material for future projects - Other partners CEN, ETSI, Open Group, World Wide
Web Consortium - COPRAS will
- Survey projects for standards related output,
analyse feedback select projects to define
Standardisation Action Plans - Install mechanisms for cooperation between
research and standardisation - Arrange input from research projects into
standardisation processes and ensure input from
standards bodies into research projects
