  • The Agency shall perform an analysis of the
    relationship between the 1435 mm and the
    1520/1524 mm railway systems as far as technical
    and operational aspects are concerned, together
    with a strategic evaluation on the possibility of
    future convergence between the two systems
    (keeping apart the gauge differences). In this
    context the pertinence as well as technical and
    economical feasibility of a separate specific
    valid for the 1520/1524 mm railway system shall
    be evaluated. (EC mandate to ERA concerning
    developing the 3rd group of TSIs)

Main tasks for the railways sector
  • To reach 100 million tons of freight carried in
    2013.
  • To finish the administrative restructuring of the
    SJSC Latvijas Dzelzcel by the end of 2006.
  • To renew 260 km of rail track and to replace 500
    points of the public use railway infrastructure
    in 20092013.
  • Until 2013 to increase the capacity of the
    railway sections RigaKrustpils (54 km) and
    DaugavpilsIndra (70 km) by the constructing of
    the second track.
  • To renew and to increase the capacity of
    Daugavpils (by the end of 2009) and Riga (end of
    2013) railway junction.
  • By the end of 2013 to develop reliable, safe,
    effective train control and command, GSM-R
    communications and hot-box detection system on
    the EastWest rail corridor.

Main tasks for the railways sector
  • To reconstruct the platforms of Riga Central
    station in accordance with up-to-date
    requirements and to improve accessibility for PRM
    until 2009.
  • Until 2008 to carry out the pre-feasibility study
    for Rail Baltica project.
  • Till 2009 to develop and introduce the plan of
    refurbishing overhead current supply and
    converting it form 3 kV DC to 25 kV AC system in
    the Riga suburban region and to make the studies
    for the further electrification of the main
    railway corridors.
  • To replace the EMU fleet for use in Riga suburban
    region by the up-to-date low-floor AC EMUs, well
    suitable for urban and suburban traffic.
  • To start the electrification of the EastWest
    rail corridor sections in 2011.
  • To introduce EC requirements for railway market
    liberalisation, including harmonised registers,
    licences, safety certificates, train crews
    certificates etc.
  • To regulate rail sector without conflicts among
    infrastructure managers and railway undertakings
    and to reach the share of private freight rail
    operators to 25 in 2008.

    impossible to make separate train for each
    country with satisfactory arrival/departure time

Operation
  • Because this line will have the different
    standards from that are used in Baltic railways
    as well as the transport market will be
    different, it would be reasonable to have
    infrastructure manager and operator company as a
    separate international companies, also with
    participation of the private capital
  • Possibility for European railway undertakings to
    use the infrastructure of Rail Baltica, thus
    providing the transportation to the different
    destinations in Europe

  • The letter for EC has been received with a
    support to the Rail Baltica project which was
    identified as a priority project. The feasibility
    studies should be carried out as EC initiative
    with Cohesion fund support. At the same time the
    regional development items should be studied in
    frameworks of Interreg IIIB programme.
  • Mr. Telicka has been nominated as the EC
    co-ordinator for Rail Baltica project, he already
    visited the countries involved in project.
  • The feasibility study are to be launched.
