2CNE will provide the Fleet with engineers who
receive the relevant training to properly operate
and maintain the current and future engineering
plants of the surface Navy and will help prepare
these engineers to be the future leaders in the
21st Century Navy. CNE will work with other
relevant stakeholders within the Surface Warfare
Enterprise and across the other warfare
enterprises to ensure that the development of our
Sailors from Apprentice engineers, to Journeyman
engineers, and finally as Master engineers meets
and supports the requirement of our ships to be
ready to conduct prompt and sustained combat
operations.

18Challenges Opportunities
- Make CBT effective to teach Sailors
- Move TTE from Great Lakes to FCAs
- Deliver BECC, EPOC, and EPM content via ILE
- Secure testing within the ILE
- Develop and track and respond to appropriate
Measures of Effectiveness - Aggressively working partnership w/ NAVSEA to
ensure CNE training programs remain current w/
the Fleet - Feedback and content agility
- Transition from NECs to Position-Based training
(Billet) - Rating Merger
- Changing People
19Feedback
- CRITICAL to keeping our programs relevant,
effective, and efficient - We need to hear from LOTS of groups ESPECIALLY
