The establishment of the EEC The establishment of
close union contacts among Central bank staff in
order to follow the evolution of activities and
to promote staff interests.
1964
- The Standing Committee of European Central Bank
Unions was set up - by the initiative of
- Paolo Andréini (Unione Sindacale della - Banca
d Italia) - Maurice Gousseau (Syndicat National autonome-
Banque de France) - Wolfgang Clotten (ÖTV- Die Deutsche Bundesbank)
- The first congress was held in Rome, on the 25 th
of September 1964. Trade Union cohesion continued
to grow through - bilateral contacts
1975
Congress in Rome The Standing Committee was set
up in order to ensure the co-ordination,
synthesisation and circulation of trade union
information.
1978
Congress in Ragny First permanent bureau Maurice
Gousseau became the first President of the
Committee, Frans Vanderschelde and Peter
Blessing, the Vice-Presidents, Jacqueline André
the secretary

The Congress met regularly, in accordance with
the Statutes, in order to examine the evolution
within the Central Banks

Congress in Frankfurt Main Guideline objectives
the set up of a European Social Dialogue and
SCECBUs recognition by the EMI

Congress of De Panne Alain Descamps was elected
President. Main Guideline objectives
reinforcement of the links between central bank
staff and welcoming of staff representative
structures from the future EU central banks.
