-Silent Sistani Grand Ayatollah Ali al-Sistani,
Iraqs leading Shitte religious authority and the
spiritual leader of the people, suggested the
people to calm down and be patient. But chaos had
given room to extremist and fewer people listened
to Sistani as things got worse. The terror of
Askariya shrine ignited massive blood revenge and
people started to ignore Sistani. Sensing the
power slipping away from his grasp, Sistani
became silent, trying to maintain whatever left
of him.

-Bush and Rumsfield During this period, Rice
had trouble coping with Rumsfield. She constantly
whined to Bush about Rumsfield not returning her
calls. Rumsfield wanted a lean and mean force to
get in and get out quickly. When reporters asked
him if he really knew the situation in Iraq, he
answered that if you fly over Iraq you will know
better.

-Rise of Anti-American movements Bush and his
neocon advisers thought that the root of Islamic
terror lied in the dysfunctions of the Arab world
and this could be cured by democracy. It seemed
to be right because at the initial phase of the
war, the polls showed that 70 of Iraqis
supported the invasion of the US. Now the rate is
only 15.

The Change
-Chaos When Saddam Hussein was overthrown, the
US fired all 50000 bureaucrats, disbanded the
Army and shut down the state owned factories.
Because of this shock therapy, the unemployment
rate is 50, resulting the despaired young men to
become insurgents. The new government, police
and army are dominated by Shitte. The government
refuses to rebuild Sunni provinces and the
Ministry of Health intentionally killed Sunni
patients in the Baghdad hospital.

The Change
-Chaos Sunni and Shitte think that there can be
no political compromise between them. They think
only the force is the solution. New killings
breed new reason for vengeance.

-The failure of the US Military Strategy The US
military overemphasized on killing and capturing
enemies rather than securing and engaging the
Iraqi people. The US army even used the k-9
units, ignoring the fact that Muslims hate dogs.
There was no clear counter Insurgency plan. The
US thought the main army would fight the Big war,
while the special forces took care of the
guerillas. But this proved to be wrong in the
Iraq war.

-The Iraqi Army The US Army had abundant
fighters, but lacked professional trainers. The
Iraqi army was heavily infiltrated by the Shitte
insurgents. There was a case which the Iraqi
officer took 7 soldiers and one humvee to murder
Sunnis. Just and stern officers get killed of
fired because of their Sunni identity.

-The Man, Muqtada al-Sadr Sadr is a mafia boss.
The US ignored him at the initial phase of the
war. Sadr was a weak figure but solidly built on
his power during the chaos. Iraqi people wanted
protection but the government proved to be
tactless. So Sadr took in control of this
situation, providing protection and stability to
the people. The Iraqi politicians and officials
are heavily dependent on Sadrs support and do
not dare to speak against him. He is the new
prince of Iraq

-The death of Hussein The trial of Saddam was
supposed to be a battle between justice,
democracy and tyranny. But the Sunni and Shitte
conflict influenced the trial and the trial which
was meant to be the symbol of the end of tyranny
became the beginning of Saddam Hussein legend. He
became a martyr.

-Irans Meddling The White House suggested that
Iran was supplying Iraqs Shitte insurgents with
weapons technology. But National Intelligence
Estimate, representing the consensus view of all
16 US intelligence agencies, said this was not
true. The US army official who was supposed to
give briefing on this issue suddenly cancelled
the meeting.

-The Surge 20,000 new troops were deployed in
Iraq. Yet front line officers were outraged by
this decision because this was a political
compromise. Bush wanted more reinforcements and
the Democrats wanted to pull out. So the the
number 20,000 was a compromise. The officers
argue that they need more than 20,000 troops to
stabilize Iraq

-Rumsfield resigns Rumsfield was a former
Princeton wrestling champion, a naval aviator,
congressman, White house chief of staff, Defense
secretary and a CEO of Ford. He wanted to
transform giant cold war garrisons to agile
forces suited for expeditionary warfare. Yet all
his efforts and exploits are in vain because of
the Iraq War.

-The Return of the Realist The Iraq Study Group
is a bipartisan team that issued reports about
Iraq. Its is co chaired by Lee Hamilton and James
Baker. They advised Bush to pull out the forces
in Iraq if he wanted to stabilize the
situation. Also Bush seniors men joined the club
and Gates replaced Rumsfield as the new Defense
secretary.

-An Ally or a Foe? Nouri al-Maliki Nouri
al-Maliki failed to calm the sectarian violence.
He failed to control Sadrs Mahdi army. US
constantly given him unconditional support for
the past years, but their patients are running
out fast because of Nouri al-Malikis
incompetence.

-Shitte Death Squad The Shitte death squad are
in war with other muslims. They are heavily
influenced by millenarian ideas, preaching that
Imam Mahdi the Saint is coming. At first they
massacred Sunnies then they started to fight
against other Shitte organizations for power.
This power game is especially serious in the
southern part of Iraq

-The Refugee problem The death squad are using
the internet to trace down sunnies. If ones name
is on the list in the internet, he or she must
flee or face kidnapping or worse, murder. The
educated people and intellectuals are leaving
Iraq because of this and this may cause further
instability because the younger generations are
loosing the opportunity to get educated by these
people

-Think out of the box, a new approach The new
general, Patraeus, changed the policy. Instead of
engaging with the mainstream Shitte politicians
and governments, he engaged with the Sunni
militants and former Al-quada comrades. Now the
local chieftains have the authority to rule and
maintain order instead of the Iraqi national
police. Because of this new approach, there is
relative peace in Iraq

-Dance with the devil? Iran is enraged by the
attitude of the US. US is not trusting Iran,
constantly accusing Irans nuclear ambition and
its meddling in Iraq. Yet the US must remember
that Iran can be quite cooperative if US is being
nice to it. Iran was one of the states which
helped the US invade Afghanistan.

-How others have dealt with insurgency One of
the greatest examples is the Philippines. The
government first upgraded the quality of the
national police and army. Then they politely
refused foreign states offer to help. Then they
used gentler interrogation to terrorist suspects.
After conquering guerillas province, they built
infrastructures and established educational
system. Now the insurgency in Philippines is
almost over thanks to the governments effort.

-Beyond Bush The Iraq war undermined the
position of the US in the world. According to the
survey, China would act more responsibly than the
US. The rhetoric of Bush, the world hates US, is
wrong. US is not in grave danger. The present
trend of US trying to lock itself and become
unfriendly to newcomers is a fatal mistake. The
US must be confident.
