An Overview of the Philippine Ports Authority

- The Philippine Ports Authority (PPA) is a
government-owned and controlled corporation
attached to the Department of Transportation and
Communications (DOTC) for policy and program
coordination. -
- PPA is mandated to establish, develop, regulate,
manage and operate a rationalized national port
system in support of trade and national
development.

We commit to provide reliable and responsive
services in our ports, sustain development of our
port communities and the environment, and be a
model corporate agency of the government.
430th APEC Transportation Working Group Meeting
To meet the international standards in port
facilities and services in at least 10 ports by
year 2010 in support of national development.

- To date, all PPA ports are already compliant
with the International Ship and Port Facility
Security (ISPS) Code. - At least three of the
ten (10) major ports are already of international
standards, namely

- It is governed by a Board of Directors chaired
by the Secretary of the Department of
Transportation and Communications (DOTC), with
the PPA General Manager as Vice Chairman, and the
following as members - Secretary General National Economic Development
Authority - Secretary Department of Finance
- Secretary Department of Trade and Industry
- Secretary Department of Public Works and
Highways - Administrator Maritime Industry Authority
- Representative from the Private Sector

- PPA is managed by a General Manager with the
support of an Assistant General Manager for each
of Operations, Engineering and Finance.

- 5 Port District Offices (PDOs), designated
according to geographical distribution,
administer and supervise frontline operations. - Under the PDOs are 23 Port Management Offices
(PMOs) that consist of frontline operating units
called Terminal Management Offices (TMOs).

Port Performance
- PPA Port Statistics show the generally
increasing trend in cargo, vessel and passenger
traffic during the period 1993-2007. - Total Cargo Throughput for 2007 is 163.25
Million Metric Tons 91.19 Million from Foreign
and 72.05 Million from Domestic Trade. This is an
increase of 4.9 from 2006.

Port Performance
- Total Number of Ship Calls for 2007 is 307,074
10,236 from Foreign and 296,838 from Domestic
ships. This is an increase of 0.3 from 2006.

- Total Passenger Traffic for 2007 is 43.177
Million 0.032 Million from Foreign and 43.145
Million from Domestic ships. This is an increase
of 0.3 from 2006.

- PPA has embarked on a Port Modernization Program
in line with its Vision. - PPA Port Modernization Program also aims to
increase the existing capacity of ports and
facilitate trade growth. - Gateway ports are those ports that lie along the
major trade routes and control more than 60 of
trade.

- RORO Transport Network consists of the different
links from the major gateways to the secondary
and other outlying tertiary ports. - RORO Transport Network comprises the backbone of
the Strong Republic Nautical Highway.

- Strong Republic Nautical Highway (SRNH) is
designed to - spur trade in the hinterlands
- provide alternative mode for travelers, tourists
and regular passengers - reduce shipping costs from the southern
provinces to the northern region of the country
and - secure competitiveness of products from the
southern region of the country.

- Privatization of existing terminals under the
Road Roll-On/Roll-Off Terminal System (RRTS) is
in line with the thrust of the government to
encourage private sector participation in the
operation, development and management of
identified ports. - PPA issued implementing rules and regulations
(IRR) for private sector participation as RRTS
operator.

- PPA has embarked on establishing VTMS in
compliance to the International Maritime
Organizations initiative of undertaking measures
and providing services in improving safety and
efficiency of vessel traffic. - VTMS provides PPA with an efficient vessel
movement tracking and monitoring system.

2030th APEC Transportation Working Group Meeting
- PPA MIS Computerization Project aims for the
provision of the total solution, which covers the
essential hardware, software package, and the
required communications infrastructure, for PPAs
electronic management information needs. - PPA MIS Computerization Project will also equip
PPA with ePort and eProc facilities aside from
providing mission-critical management information
systems covering specific functionalities.

through any of the following sources - Private Sector Participation
- PPA Corporate Funds
- Overseas Development Assistance (ODA)

not be neglected. We are part of the Presidential
Task Force on the Accelerated Hunger Mitigation
