    growing reality of corporatized air navigation
    services and the pressure for greater
    accountability. The aviation community must
    respond accordingly when designing, planning,
    implementing and operating the global air
    navigation system.

    performance in the world-wide air navigation

  • The goal could be a a global performance based
    system.

  • And I want to underscore that because improved
    performance reduces fuel emissions, theres an
    environmental benefit.
  • But let me stress that global harmonization is
    critical if we are to establish a global
    performance-based air traffic management system.
    Disparate systems wont benefit our users not
    in the global economy. We need a seamless
    system, and that means working together to
    standardize the definitions and requirements, and
    developing a consistent way to measure
    performance.
