• Restricted benefit of clergy with a new Act of
  Parliament (1512)
• Held an Ecclesiastical Council (1518) to improve
  conduct of clergy
• Began visitations of monasteries rules for
  Benedictines Augustinians drawn up
• Drew up new episcopal sees more fairly based on
  population figures
