- Civil Defence all over the world and in India
has been a government program that provides
guidance and assistance in preparing for,
responding to and recovering from public
emergencies that result from conflict or natural
disasters.
4CD Measures
- Civil Defence measures are designed to deal with
immediate emergency conditions, protect the
public and restore vital services and facilities
that have been destroyed or damaged by disaster.
5Major Tasks of Civil Defence
- To make sure that the public is warned of danger
and provided with instructions on how to avoid
hazards. - Advice people to protect themselves by either
evacuating the area or remain and take shelter. - Organizing immediate relief to the survivors.

6Civil Defence in India
- The Civil Defence programme in India relies on
the individual and the locality, doing that which
is necessary to increase the chances of survival,
to minimise damage and to recover quickly.
7National Civil Defence College Historical
background
- The NCDC was founded on 29th April 1957 at
Nagpur as Central Emergency Relief Training
Institute (CERTI) to offer advanced specialist
training for efficient conduct of relief
operations after any disaster. -
It was inaugurated by the late Shri. Y.B.Chavan,
then Chief Minister of Bombay State.
8Flood Rescue Training at CERTI
The Training programmes of CERTI primarily
focused on emergency services necessary to be
organised after a natural disaster.
9National Civil Defence College

- CERTI was renamed as National Civil Defence
College in 1968 after the passage of Civil
Defence Act, 1968 by the Parliament.
10Designated Objectives
- To organize scientific and specialized skill
oriented training of trainers in order to enhance
capabilities of Emergency Relief officers and
personnel for efficient conduct of Disaster
Response and Relief operations during War
Emergencies and Natural Disasters. - To advise Ministry of Home Affairs in technical
matters related to Civil Defence Organisation. - To assist the Ministry of Home Affairs in
compilation of handbooks, manuals and other Civil
Defence literature.

13Present Status of the College
- The College conducts 22 different courses
categorized as Instructors, Management, Advanced
and Specialized Courses. - It has trained 47,096 trainers including 8
officers of foreign countries since 1957. - It has been conducting courses for Disaster
Relief Trainers since 1978.

24Recognition accorded to the College
- The College has been identified as one of the
nodal institutes for impart of training in
Disaster Management by the Ministry of Home
Affairs. - The Ministry of Home Affairs has recognized this
college as the only nodal institute for training
in Chemical, Biological Radiological
emergencies. - The Ministry of Environment Forests has
identified and provided financial support for the
conduct of Chemical Disaster Response training.
25Up-gradation Scheme
- The Scheme for upgrading NCDC into an
Institution of Excellence at the National level
is to meet the requirements of a professionally
trained cadre for Disaster Response Management,
possessing know-how about the latest
state-of-the-art technical innovations in this
field.
26Major Recommendations of the Committee
- College to develop five separate faculties on
Civil Defence, Disaster Management,
Communications, Medical and RD. - Enhance the present faculty strength and upgrade
the present faculty posts. - Infrastructure for class rooms, indoor training
area, library, computer room and hostel for
senior officers to be created and necessary
equipment/vehicles provided. - The present functions to be expanded to other

- Software on simulation of realistic incidents
introduced for training on response planning,
decision making and management. The software
covers situations related to Hazmat, Structural,
Wild fire and Airport. - Modular town plan layout prepared for Disaster
Management exercises based on terrain and urban
layouts. - Casualty simulation kits acquired and employed
for practical exercises on managing mass casualty
simulation and incident management at event site
and hospital.
