Safe and Drug Free Schools Intent
  • Provide support programs and activities that
  • Prevent violence in and around schools
  • Prevent the illegal use of ATOD
  • Involve parents and communities
  • Coordinate with other funding streams and efforts
    to foster a safe and drug free learning
    environment

2008 Evaluation Reporting
  • Goals Objectives
  • Complete the far right hand column (Year End
    Performance Indicators)
  • Indicate whether or not each objective was met
    and include supporting documentation (numbers and
    percentages related to incident reports, climate
    survey, etc) or explanation of why activity did
    not occur

  • 2008 budgets can be found at

  • Complete actual expenditures in all budget
    categories
  • If discrepancies arise a budget revision request
    must be submitted for approval

  • In Staff Development, list name of workshop /
    conference attended
  • Include all volunteer involvement events, use
    estimates if need be

Student Assistance Programs
  • For districts with SAPs, complete the evaluation
    tools and submit with evaluation packet- no
    changes

Incident Reports
  • Incident reporting (building level)
  • Instructions and forms (18, 19, 20, 21A 21B)
    can be found at

  • Principals use their accreditation password to
    access
  • SDFS Coordinators are responsible for ensuring
    accurate, timely reporting and that assurance
    forms are complete (contact SDFS office if
    password is needed)
  • All material due to SDFS state office by June
    20th

New Reporting Requirements
  • Incidents related to Marijuana, Methamphetamine,
    RX, OTC, and Inhalants
  • If not tracked this year, input all drug related
    incidents on the Other Drugs section
  • Plan on tracking these next school year

Advisory Board
  • Submit SDFS Advisory Board membership, meeting
    dates and minutes / summaries
  • Requirement of three meetings per year

Drug Testing
  • Complete the bottom of the drug testing form
    indicating
  • of students tested
  • of positive tests
  • Cost per kit
  • Overall cost for drug testing (kits, lab,
    administering, etc)
  • If no drug testing program was implemented, no
    report is needed

2009 Funding Scheme
  • District allocations are based on
  • Title IVA (1.5 million- estimated)
  • 60 Title I
  • 40 ADA
  • State Tobacco Tax (5.5 million- estimated)

Principles of Effectiveness
  • SDFS programs must be
  • Based on an assessment of objective data about
    the drug and violence problems in the schools and
    communities that are served.
  • Based on performance measures aimed at ensuring
    that these schools and communities have a safe,
    orderly, and drug-free learning environment.

Principles of Effectiveness
  • Grounded in scientifically-based research that
    provides the program to be used will reduce
    violence and illegal drug use.
  • Based on analysis of prevalence of risk factors,
    protective factors, buffers, assets, or other
    variables, identified through scientifically-base
    d research that exists in the schools and
    communities in the State.

Principles of Effectiveness
  • Include consultation with and input from parents
    and students when appropriate. (SDFS Advisory
    Board)
  • Evaluated periodically against locally selected
    performance measures, and modified over time
    (based on the evaluation) to refine, improve, and
    strengthen the program.

  • Used to identify research based best practices
    and promising approaches being implemented in
    Idaho
  • Pre-populated with the previous years inputs
  • Add or delete as your priorities and strategies
    shift related to recent data
  • Programs are automatically reflected in the
    appropriate budget sections

Budget
  • Staffing
  • Include position titles and job descriptions
  • Include Brief Descriptions for all programs
  • Delineate funding sources (state, fed, other)
  • Allocate your entire award
  • Allocations are estimates, confirmation will
    occur in June / July

New Incident Reporting Requirements
  • For 2009 (from USDOE)-
  • Out-of-School Suspensions and Expulsions for
    Violent Incident without Physical Injury
  • Out-of-School Suspensions and Expulsions for
    Violent Incident with Physical Injury
  • These will be included in the 2009 evaluation
    report

SDFS Advisory Board
  • Intended to create a community approach
  • Application must include participant list and
    meeting dates
  • Must include parents
  • Students strongly recommended
  • Include a range of community sectors (faith
    based, law enforcement, NPOs, etc)
  • Legislators from your area strongly recommended
  • It is clear that the legislature is largely
    unaware of SDFS efforts, continued funding is
    dependent upon legislative understanding and
    support!

Drug Testing
  • Complete top part of form (bottom portion is
    completed at years end)
  • A policy must be in place and adhered to (common
    parent complaint area)
  • Must be part of a comprehensive effort
  • Statewide training available in 2009- case law
    history policy examples

Private Schools
  • Districts must offer SDFS services to private
    schools
  • List of private schools are available from SDE
  • Sample letter and instruction are available on

  • Per EDGAR 76.652

On Assessments
  • Per Idaho State Requirement
  • All state funded drug and alcohol assessments
    must be or incorporate the GAIN tool.

Submission
  • Print all parts of application and evaluation
    including district level incident report (use
    landscape for budget pages)
  • Submit to SDFS State office by June 20th, 2008
  • Communication from SDE regarding
    information/corrections will be conducted through
    the CIP tool communication mechanism
