How THINGS Got Started
  • June 2002 Governor Davis directed the CHP to
    implement a comprehensive statewide plan for
    abducted children. (CCSAN)
  • August 2002, the CHP established ENTAC.
  • Assembly Bill 415

ENTAC ROLES AND RESPONSIBILITIES
  • AMBER Alerts.
  • 24-hour point of contact for communications with
    the Governors Office.
  • 24-hour central point of contact for all
    California law enforcement.
  • Monitor unusual incidents statewide, nationwide,
    and worldwide.
  • Statewide notification for unusual incidents
    (Space Shuttle Columbia, Newcastle Disease,
    anti-war protests).

ENTAC ROLES AND RESPONSIBILITIES
  • Computer crimes and crimes committed on state or
    state-leased property.
  • Central Intelligence Coordinator
  • Coordinator for Protective Services Division
    when
  • receiving FBI, CATIC and NLETS bulletins.
  • Statewide Emergency Operations Center (EOC)
  • Statewide monitoring of Computer Aided Dispatch
    (CAD) logs.
  • Develop and disseminate Comm-net messages,
    Situational Status (SITSTAT) Reports and
    Commissioner Briefings.

  • Terrorist Threats / Threats to the Security of
    California.
  • Assessment and notification of terrorist threats.
    (SITSTAT Reports)
  • Bomb Threats
  • Work directly with California Homeland Security
    and Joint Terrorist Task Forces (JTTF)Counter
  • Terrorism Watch (CT Watch)

AMBER Alerts
  • Utilize the following systems
  • Emergency Alert System (EAS)
  • Emergency Digital Information System (EDIS)
  • Changeable Message Signs (CMS) and Highway
    Advisory Radio (HAR)
  • Critical Reach (Formerly TRAK)
  • Websites

Emergency Alert System (EAS)
  • Once AMBER Alert Criteria has been met, ENTACs
    goal is to send out EAS messages to affected
    National Weather Service within 10 minutes
  • EAS alert tones
  • EAS messages, when accepted by participating
    radio and television outlets, pre-empt local
    programming
  • Only activated in response to a direct request
    from an allied agency

Emergency Digital Information Service - (EDIS)
  • Provides local, state and federal law enforcement
    agencies with a direct computer link to media
    outlets and other law enforcement agencies
  • (EDIS Flash EDIS Urgent messages)
  • EDIS text messages can be sent via CLETS
  • Generally, the investigating agency is
    responsible for sending EDIS messages. However,
    if requested, ENTAC personnel SHALL broadcast
    EDIS text messages

Changeable Message SignsHighway Advisory Radio
  • Operated by Caltrans
  • Used to disseminate real-time traffic safety and
    congestion information
  • Signs can be used to display information to the
    motoring public about child abductions
  • 518 permanent signs located statewide in 12
    Caltrans divisions
