What is a Fusion Center?
  • A teamwork effort among agencies that provides
    resources, expertise, and information with the
    goal of maximizing the ability to detect,
    prevent, apprehend, and respond to criminal and
    terrorist activity.
  • The principal role is to compile, blend, analyze,
    and disseminate criminal intelligence and other
    information (including but not limited to threat
    assessment, public safety, law enforcement,
    public health, and public works information) to
    support these efforts.

  • Fusion Centers are threat-driven and act as an
    effective framework for prevention, while
    providing traditional intelligence services
    specific to investigative case support. As
    opposed to Emergency Operations Centers- focus on
    disaster response/recovery efforts (both natural
    and man-made).
  • A Fusion Center is not merely a data warehouse
    of federal, state and local law enforcement
    information. It is a collaboration of agencies
    providing access to differing levels of
    information/data, when linked together and
    analyzed produces actionable intelligence for law
    enforcement/public safety personnel at all
    levels.
  • The Fusion Center maximizes resources, the
    benefit is the collective experience/expertise of
    all member participants.

Current Capabilities of KYs Intelligence Fusion
Center
  • Provide full service crime and terrorism
    intelligence analytical services by utilizing
    available databases/information resources
    through-NCIC, NLETS, EPIC, etc. as well as other
    governmental and commercial sources.
  • Supports the 3 Joint Terrorism Task Forces (JTTF)
    with KSP counter-terrorism investigators.
  • Provides link analysis (charts) such as
    association links, communication links, event
    flow.
  • Serves as the conduit for law enforcements
    request for information from other state fusion
    centers and access to ROCIC and LEO information.
  • Coordinates statewide protection of critical
    infrastructure and key resources through
    implementation of the National Infrastructure
    Protection Plan.
  • Receives/Monitors KYOPS-E-Field Information
    Reports from KY law enforcement officers.
  • Full access to the KSP-KYOPS-statewide
    Crime/Traffic/Collision reporting system,
    including statewide Master Name File/Master
    Location File.
  • Provides access to state digital drivers license
    photos to local agencies.
  • 24/7/365 on call service.

Current Capabilities of KYs Intelligence Fusion
Center
  • Law enforcement voice and data communications
    capability through Kentucky State Police
    Headquarters Communications Branch.
  • Produces periodic Intelligence Bulletins, for
    dissemination to all law enforcement agencies
    throughout the state.
  • Direct access to Kentucky State Police
    Specialized Units/Assets-Aircraft, Special
    Response Team, Hazardous Devices, K-9 and Cyber
    Crime Units.
  • Answering point for Statewide Arson and DUI
    hotlines.
  • Initiate Kentucky Amber Alert Notifications.
  • Kentucky Missing Persons Center.
  • Receives state-wide all crimes tips through a
    toll free hotline called Eye-On-KY and through a
    website submission.
  • Receives intelligence briefings from the Federal
    Bureau of Investigation and U.S. Department of
    Homeland Security.
  • Total traffic management/monitoring program,
    including live video feeds of major interstates,
    points of entry and critical infrastructure
    bridges, as well as monitoring of sensitive
    convoys traveling through the state.

  • FBI-SCIF Secure Compartmentalized Information
    Facility will be constructed in 2008-providing
    secure on-site access for all FBI computer
    systems.
  • CSX Railroad Asset Monitoring Program-web based
    monitoring system of rail traffic throughout the
    state.
  • KY WINS-Statewide Instant Messenger-system
    available to all first responder agencies.
    Broadcast messaging capability from the Fusion
    Center to LE, Fire, EMS, EMA agency personnel,
    by geographic region, agency type or statewide.
  • Intelligence Training -Intelligence Liaison
    Officer Program.
  • GIS Mapping/Crime Trend Analysis-provide state
    and local law enforcement agencies with strategic
    and tactical crime trend analysis and mapping.
  • FBI-VICAP State Clearinghouse-Currently
    establishing state level VICAP program to assist
    local agencies with VICAP submissions and
    facilitate VICAP analysis by Kentucky law
    enforcement agencies.
