2
Power Supply and Demand Outlook in the Western
Area
  • Installed Capacity - SUPPLY
  • Hydro Conventional 50 6MW
  • Thermal Oil Based 26.5 (5) 6 6 1.28MW
  • 2. Demand 100MW, Western Area
  • Note
  • Suppressed demand due to aged, weak transmission
Distribution network and inadequate source of
    generation

3
Core Responsibility of the National Power
Authority (NPA)
  • The National Power Authority is charged with the
    responsibility to
  • Generate
  • Transmit and Distribute
  • Market
  • Our Vision, Mission and Values
  • Vision-to be the market leader in the supply of
    electricity
  • Mission Statement-We are committed to provide
reliable, affordable and quality electricity to
our customers in a cost effective manner
  • Values Customer Services Customer is King
  • Instill in our employees the respect for
customers add value to the company by providing
quality service in a timely manner.

4
Western Area Improvement in Generation Capacity
  • There are presently two main sources of power
    generation
  • 1. Hydroelectric Power Plant (Bumbuna) 50MW
  • 2. Thermal Diesel Engine Power Plant 26.5MW
  • Four (4) thermal generating plants were installed
in the Western Area since the inception of H.E
Dr. Ernest Bai Koroma in 2007 and the Bumbuna
    Hydroelectric Plants successfully completed in
    Sept. 2009.
  • 2x5MW (10MW) Niigata Engines, JICA at Kingtom
    Power Station
  • 2x8.28MW (16.56MW) Wartsila Engines, BADEA/SFD
    Blackhall Power Station.

Interventions in the Transmission and
Distribution (TD)
  • Considerable repair works done on the TD Network
to strengthen its transportation capability by
    initially procuring US2.3million emergency TD
    materials for Freetown
  • Power and Water Project (SLPWP) for the supply,
construction and installation of the 33kV
Transmission Network. To further improve the
integrity of the transport capacity of the
    Freetown T D Networks
  • JICA phase I project supply, construction and
installation of 11/33kV Network from Kingtom via
Congo town, Congo Cross and Wilberforce to
    Regent
  • NPA management has maintained the existing TD
    network capacity 35 - 40MW

7
Western Area Improvement in Transmission and
Distribution Cont.
  • Extension of electricity supply to US Embassy,
IMATT and part of the mountain rural villages is
ongoing. The Ministry of Energy is responsible
for the implementation of this project. NPA is
supervising the project to comply with best
    engineering practices.
  • Government of Japan (GoJ) has approved a grant
for the construction and installation of 11/33kV
Network from Wilberforce to Goderich and 15MVA
primary substation at old SLBC compound at
    Goderich

8
Prepaid Meters Installation/Impact on Commercial
Loss Reduction
  • About 45,000 prepaid meters have been installed
    in the Western Area.
  • About 7,000 prepaid meters have been installed
    in the BKPS
  • About 5,500 prepaid meters have been installed
    in Makeni
  • About 400 prepaid meters have also been
    installed in Lungi

9
Impact on Technical and Commercial Loss
Reductions
  • The replacement of credit meters with prepaid
    have led to the following
  • 1. Increase in revenue collection
  • 2. Reduce illegal abstraction of electricity
  • 3. Reduce commercial losses
  • 4. Improve overall operational efficiency

10
Overall Financial Performance of the Utility
  • General improvement in 2011 and 2012 in revenue
collection due to improved generation and
    installation of prepaid meters
  • Increase cost of operation due to increase
    utilization of our thermal plants

    Developing Countries
  • Energy Policies and Development
  • Bio Energy
  • Training conducted in Sweden
  • Electricity Distribution Management, sponsored by
    SIDA
  • Training conducted in Poland and South Africa
  • Training on Apator, and Conlog meters, Ultima STS
    Vending System

12
NPAs Capacity Building Cont.
  • LOCAL/OVERSEAS TRAINING
