6What is a Serial Nomination?A serial nomination
(for cultural sites) is a collection of sites not
physically connected but is a series of a whole
belonging to the same historicocultural group,
and may occur(PARAGRAPH 138)a) on the
territory of a single State Party (serial
national property) or b) within the territory
of different States Parties, which need not be
contiguous and is nominated with the consent of
all States Parties concerned (serial
transnational property)
7In the case of a serial nomination, the
potential OUV of the series of components is
fundamental and must be justified, with a clear
rationale for the selection of the components
based on the potential OUV and the attributes and
features that the components demonstrate
8- Outstanding Universal Value of the Slave Route
- Massive relocation of millions of people which
forever forged ties between Africa, Europe and
the Americas - The forced development of new identities and
adaptation to a new way of living in new lands
creolization - Development of the world economy at the time
impact on the Industrial Revolution profound
effect on the social, economic and cultural
conditions of the times - Colonies were an extension of European powers and
very often war was fought in these areas,
therefore the construction of military structures
such as forts by enslaved and freed Africans
contributed to not just the protection of these
colonies, but the protection of the interests of
European countries. - Evolution of labour systems/socio-economic/politic
al and cultural impact of slavery on an entire
region/resistance agricultural and industrial
systems
9- Mechanism for a serial transnational nomination
- Approach
- International cooperation under the 1972 World
Heritage Convention - How will this nomination be undertaken sub
regionally diversity in the extent of countries
impacted (North, South and Central America, the
Caribbean Europe and Africa) sub-regional
strategies - Direction of the nomination process Work plan
- Cooperation
- Regional Meetings for discussion of approach,
Coordinating Committee, political and
multi-lateral cooperation and commitment
(involvement of regional/national institutions
and cooperation funding support. A formal
inter-governmental agreement is valuable and
serves as basis for coordination and
responsibility - Establishing Outstanding Universal Value (OUV)
- Development of a thematic study in tandem with
the World Heritage Centre and the Advisory Bodies
an International Expert Meeting? - Definition of OUV identification of attributes
sub themes criteria (FUNDING)
10- Mechanism for a serial transnational nomination
- Tentative Lists
- Preliminary development of Tentative Lists by
country - Updating and harmonization of Tentative Lists
based on thematic study and OUV outlined - Submission of Tentative Lists in phases (by
sub-region?) - Develop procedure for the preparation of the
nomination - either sub regionally or regionally - The OUV for the proposed itinerary as a whole
should be defined and not just for component
parts. Establishing OUV is fundamental and
demonstrates why the property is seen to have
international significance. Each component of the
serial transnational property must demonstrate
OUV, authenticity and integrity and subscribe to
the common vision for the entire serial property - Â
