- First United States Army has a clearly
established Vision of the Future, verbalized
in the First Army Mission, Vision, Intent, and
End state -- - the organizational Objective,
- The First Army Campaign Plan for FY 2000 - 2002
will guide the Command toward the Vision of the
Future - A. Identifies critical Performance Objectives.
- B. Establishes specific, measurable Initiatives
for each Objective. - C. Fixes responsibility for each Initiative
with a specific staff directorate. - D. Establishes a review and analysis focused
on the future. -

- Near-term priority is to fully support and
participate in the CSAs and FORSCOM Commanders
Vision to fully integrate the Active and Reserve
Components into Americas Army while continuing
to develop, provide, and employ the most
proficient and combat ready soldiers and units - First Armys mission requires discipline, a
capacity for innovation and change, and a
commitment to improve. -
- Remain focused on improvement and preparedness at
all levels. -
- Remain a values based organization develop
leaders who are focused on readiness, standards,
and team building and develop the most
proficient and combat ready soldiers and units
possible. -
- Continue to develop and take care of
people--soldiers, civilians, and their
families--as well as the quality of life, and
sustainment capabilities that support them and
the First Army mission. - I urge all members of this Command to review
this document and to incorporate its intent into
your daily efforts. I firmly believe that its
implementation will focus our efforts on
achieving the short and mid-term goals required
to ensure that the First Armys Vision is

- 1. Support and assist pre-mobilization training
of RC units in priority. - 2. Plan, coordinate, supervise and execute
mobilization, post mobilization training, unit
readiness assessment and deployment of RC units. - 3. Command and control DoD assets employed in
disaster relief efforts. - 4. Support and assist ARNG Divisions with
pre-mobilization training, training management,
staff training to include BCTP exercises and
mobilization planning. - 5. Improve soldier and leader proficiency,
discipline and physical readiness. - 6. Implement the CASA Program.
