4Project Overview - Purpose
- Select a qualified Consultant (or team of
Consultants) to provide professional
transportation and economic planning and market
analysis to assist the New York State Department
of Transportation to study transportation along
the major East-West corridor in the state. - Formulate a strategic plan of broad,
programmatic, and policy solutions to address
transportation infrastructure and/or operational
improvements needed to accommodate projected
demand in the corridor and to formulate a
Mohawk-Erie corridor long-term vision that
optimally supports existing and projected
transportation needs and economic development
opportunities in the corridor . - A long-range vision will be established thats
consistent with the New York State Department of
Transportations five Priority Result Areas
(PRAs) Mobility and Reliability, Environmental
Sustainability, Safety, Economic Competitiveness,
and Security . - The strategic plan of transportation
improvements, program and policy solutions, and
long-term vision will also be consistent with
guiding principles delineated in Transportation
Strategies for a New Age New Yorks
Transportation Plan for 2030

elements of the existing transportation

- Identify a consensus, transportation vision, and
set of multi- and intermodal transportation
policies, strategies, and actions needed to
accommodate the expected increases in demand and
support the Mohawk-Erie corridors economic
vitality over the next 25 years. - Identify ways the Mohawk-Erie corridors economic
centers can be better connected with regional,
national, and international trade centers. - Accomplish this by focusing on the needs of
freight movers and shippers, intercity travelers
(ie, to and from New York City, Toronto, Boston,
Chicago, etc), commuters, and tourists. - Using a prescribed, layered, iterative study
process to clearly define, analyze, and evaluate
all issues

- Identify and engage stakeholders and the public
in producing a shared multimodal vision that can
be used to guide future development of the
multimodal, multi-jurisdictional transportation
system in the Mohawk-Erie corridor. - Identify relevant transportation issues and
transportation linked improvement alternatives
and actions needed to accommodate existing and
projected transportation demand in the
Mohawk-Erie transportation corridor with an
emphasis on existing system optimization and
integration. - Identify relevant transportation issues and

and actions needed to capitalize on existing and
emerging economic development opportunities - Coordinate and integrate the needs, resources,
strategies, and actions that involve multiple
transportation modes, operators, user groups,
stakeholders, and the public to produce an
integrated plan of actions and policy
recommendations

prior experience of the firm. - Quality, extent and relevance of experience,

transportation planning, data collection and
analysis, market analysis, economic planning and
program planning. - Demonstrated ability to manage, coordinate and
successfully deliver multi-disciplinary,
multi-modal, complex projects including statewide
plans, corridor plans or plans similar in nature. - Demonstrated ability to manage diverse and

- Point scored 25 Points
- 25 percent of the total score for a proposal
- Cost score determined by comparing the total lump
sum prices of the technically acceptable
proposals as submitted using Attachment 1 - Evaluated by Contract Analyst from NYSDOT OCM
- The proposal with the lowest total price will
receive a perfected score of 25 points. Other
technically acceptable offers with higher-priced
cost proposals will receive proportionately lower
pricing scores
23Evaluation Criteria DBE
- Up to 5 bonus points available
- DBE participation in NYSDOT awards encouraged
- Federal funds - federal DBE program used
- DBE participation is evaluated by NYSDOT Contract
Analyst separately after completion of the
best-value evaluation - Proposals susceptible to contract award -
evaluate DBE participation plans - determine
award of bonus points - Award of DBE bonus points capped at 18 percent
participation by certified sub consultants - Higher levels of DBE participation allowed but
