- Military Services and Defense Agencies will
formulate all pending and future programs with
acquisition strategies and funding that provide
for two or more competing teams producing
prototypes through Milestone (MS) B. Competing
teams producing prototypes of key system elements
will reduce technical risk, validate designs,
validate cost estimates, evaluate manufacturing
processes, and refine requirements. In total,
this approach will also reduce time to fielding. - all acquisition strategies requiring USD(ATL)
approval must be formulated to include
competitive, technically mature prototyping
through MS B. It is the policy of the
Department of Defense that this acquisition
strategy should be extended to all appropriate
programs below ACAT I.

Science Technology Program
- DoDs Science and Technology investment may be
inadequate to meet the imposing security threats
that challenge our Nation and may not be
adequately robust to take advantage of key
scientific and technological opportunities that
offer breakthrough advantages to our

on terrorism and to counter nation state
modernization while also preparing the nation for
the new threats America will face in the future.

investment in both passive advanced armor
materials and active armor technology. This
reality is best illustrated by the urgent
supplemental funded efforts that have used
combinations of available materials to provide
heavy solutions for vehicle and body armor. It
is not clear that we will succeed in developing a
class of material armor that can withstand future
threats. Combining advanced armor materials with
active armor is a prudent hedge against the
evolving capability of armor piercing
