10 SEP 07 DAE JLTV Guidance
  • DAE Concerns
  • Firm requirements
  • Maturity of technology to meet the requirements
  • Funding adequacy
  • DAE Guiding principles - programs will not enter
    SDD unless
  • Demonstrated high probability of delivering
systems on time and within budget
  • Programs are fully funded
  • Additional guidance
  • Competitive prototyping and testing demonstrating
    achievable levels of the requirements
  • Analysis of options to sustain a competitive
environment in tech development, SDD and
    production phases
  • Maximized commonality of high cost components
    across the vehicle variants
  • An SDD phase that includes entrance and exit
    criteria with demonstrated technology and
    manufacturing and integration readiness
  • Work with Joint Staff to define appropriate
levels of protection from threats and incorporate
    lessons learned from OIF/OEF

JLTV Directed to a MS A review as soon as
practical

19 SEP 07 Competitive Prototyping Guidance
10
19 SEP 07 Competitive Prototyping Guidance
  • Military Services and Defense Agencies will
formulate all pending and future programs with
acquisition strategies and funding that provide
for two or more competing teams producing
prototypes through Milestone (MS) B. Competing
teams producing prototypes of key system elements
will reduce technical risk, validate designs,
    validate cost estimates, evaluate manufacturing
processes, and refine requirements. In total,
this approach will also reduce time to fielding.
  • all acquisition strategies requiring USD(ATL)
approval must be formulated to include
    competitive, technically mature prototyping
through MS B. It is the policy of the
Department of Defense that this acquisition
strategy should be extended to all appropriate
    programs below ACAT I.

JLTV Life-Cycle Acquisition Approach
  • Tech Development Phase
  • Full and open competition for 2 or more Cost Type
    contracts
  • Prototypes from each Payload Category (including
    Trailers)
  • Designs for the entire FoV
  • Developmental Test, limited Operational Test,
    Limited Live Fire RAM miles
  • Potential Off-Ramp to MS C for select
    subconfigurations
  • System Development Demonstration Phase
    (Notional)
  • Full and open competition to award 2 contracts
  • TDP Data rights addressed in RFP
  • TRL 6 or higher required in RFP
  • Cost or Fixed Price type contracts
  • Production Phase (Notional)
  • Restricted competition (SDD Contractors only),
    down select to one contractor
  • Focused incentives (Reliability Growth,
    Maintenance Man-hour Reduction, Fuel Efficiency,
Life Cycle OS Reduction, Accelerated Deliveries)
  • RFP to include requirement for TDP
    (Re-competition, Spares, Engineering Efforts,
    Etc.)
  • TDP CLIN executed post Production Verification
    Test
  • Fixed Priced type contract for LRIP and FRP

JLTV Program Schedule (MS B and beyond are
Notional)
20
Knowledge Transfer during Requirements Management
  • Deliberate Knowledge Points in TD Phase support
key decision making for CDD updates.
  • Use of indicators at each Knowledge Point to
reduce technical and acquisition risk for key
    knowledge areas.
  • Managing complementary capabilities may be
facilitated through use of option packages
    (groupings of like capabilities).

21
Summary
  • 27 Months Technology Development Phase
  • TD Phase informs JLTV FoV requirement (CDD)
  • Strategy for MS B and beyond TBD by MDA

Tech Development Phase Vehicle Quantities
  • Rationale for Vehicle Types
  • At least 1 prototype from each payload category
in order to represent the FoV
  • USMC USA Infantry Carrier have different
    Transportability requirements
  • Height not required to be different may be
    single configuration
  • Most Divergent JLTV-A-GP (General Purpose)
  • Most Urgent Need JLTV-B-IC (Infantry Carrier)
  • Most Complex JLTV-B-C2OTM (C2 On The Move)
  • Most Numerous JLTV-C-UTL (Shelter
    Carrier/Utility/Prime Mover)
  • Rationale for Test Asset Quantities
  • JLTV-A 1 each for Performance and Reliability
    Testing
  • JLTV-B 1 each (JLTV-B-IC-USA, JLTV-B-IC-USMC,
    JLTV-B-C2OTM) for Performance and 1
    (JLTV-B-IC-USMC) for Reliability Testing
  • JLTV-C 1 vehicle for Performance (Reliability
    similar to JLTV-B)

DDRE Memo 24 Aug 07 Department of Defense
Science Technology Program
  • DoDs Science and Technology investment may be
inadequate to meet the imposing security threats
that challenge our Nation and may not be
adequately robust to take advantage of key
    scientific and technological opportunities that
    offer breakthrough advantages to our
    warfighters. (excerpt, paragraph 1)
  • The defense science and technology program must
enable new strategies to prosecute the global war
on terrorism and to counter nation state
modernization while also preparing the nation for
the new threats America will face in the future.
    (excerpt, paragraph 4)
  • The Defense Department has an inadequate
investment in both passive advanced armor
materials and active armor technology. This
reality is best illustrated by the urgent
supplemental funded efforts that have used
combinations of available materials to provide
heavy solutions for vehicle and body armor. It
is not clear that we will succeed in developing a
class of material armor that can withstand future
threats. Combining advanced armor materials with
active armor is a prudent hedge against the
    evolving capability of armor piercing
    technology. excerpt, Attachment 1)
