Estimating 2006-07 Allocations
  • Take the 2005-06 allocation and reduce it by
    these cuts
  • Aggregate the allocations from all merging
    districts, if applicable

NCLB 2006-07 Application
  • May 1 ESU list of member districts for
    consortia due
  • May 15 tentative date for opening
  • July 1 due date for 2006-07 Application
  • July 1 - Districts submit signed Nonpublic
    Participation Forms
  • Must consult with nonpublic schools in your
    district before joining a consortia or using
    REAP-FLEX or Section 6123 to transfer funds

Due Dates
  • Opening date is tentative depends on when we
    receive allocations from USDE
  • Applications must be received by the due date
    announced or funds will be reclaimed by the
    Department
  • 30 day extensions will be allowed
  • Submit a request in writing (email will work)
    from the authorized representative

NCLB Consolidated Application
  • No major changes for the 2006-07
  • Reminders
  • Use the Reviewer Checklist to ensure that
    application is complete before submitting
  • Watch for approval email messages or returned
    for changes messages
  • Funds cannot be spent until approved except for
    continuing costs like salaries!

GMS Training
  • Arranging polycom or distance learning sessions
    on the grants management system (GMS)
  • During May and June
  • Training will include both program and payments
    component of the GMS

2005-06 NCLB Consolidated
  • Closeout of 2005-06
  • Claim funds when spent if all funds have been
    spent in a program, select Final Reimbursement
    Request
  • If district is merging for next year, please
    submit a Final Reimbursement Request before
    June 15th
  • Close-out programs by August 31 (Title I and
    Title IV may need to submit by Sept. 30 to reduce
    carryover)

2005-06 Amendments
  • If close-out of 2004-05 produced carryover, these
    must be amended into the 2005-06 application NOW
  • Create an amendment and add the carryover funds
    to the budgets for each applicable program
  • Must also amend if changing program or wanting to
    spend funds in different object codes than what
    was approved

Payment System
  • Scheduled payments
  • Object Codes 100 and 200
  • Monthly payments on a regular schedule
  • Auto-payment
  • Submit claims without supporting documentation
    until reaching a threshold of 75 (this year
    only) or March 31st whichever comes first
  • Supporting documentation at the vendor level

  • If you have received any payment from the 2005-06
    application without submitting documentation
    (scheduled or auto-payments)
  • Supporting documentation must be submitted now OR
  • All payments will be turned off for your
    application on May 1, 2006

Fiscal Monitoring
  • USDE has added a strong emphasis on fiscal
    monitoring of federal grants
  • Fiscal staff from USDE visiting States to monitor
    district use of federal funds
  • Contracting and all procurement procedures
  • Equipment inventory and labeling
  • Time and effort logs for all staff funded from
    more than one source
  • Appropriate invoices and coding

Title III Language Acquisition
  • Report English Language Learner students enrolled
    as of March 1
  • Counts due April 15 (very important!)
  • Allocations for two grants
  • LEP Limited English Proficient (must have an
    allocation of 10,000 or join a consortium)
  • IA Immigrant Aid (must have an allocation of
    5,000 or join a consortium)

Title II-D Competitive Grants
  • Change --
  • 50 of allocation State receives (approximately
    600,000 for 2006-07)
  • Only an ESU or a consortia of ESU may apply plus
    Omaha and Lincoln (in lieu of their ESU)
  • Must include and identify high need districts in
    application

  • Assets and liabilities of a dissolved district
    are moved to the receiving district
  • Audit conducted in 2006-07 will include both the
    receiving district and the districts that merged
    with it

Title I and LB 126
  • Student Eligibility
  • Must have consistent process for identifying
    eligible students in all buildings in the
    district
  • Eligible Schools
  • Under 1,000 enrollment, district can decide which
    buildings to serve
  • 1,000 and over must do target area selection
    and include all buildings in the district
  • If 1,000 or more, must provide services in any
    building with 75 poverty

REAP SRSA for 2006-07
  • April eligible list posted
  • June 1 applications due
  • July 1 proposed date for grant allocations
  • September 30, 2006 must have drawn-down all
    funds awarded July of 2004 for the 2004-05 school
    year

REAP and Merged Districts
  • REAP funds remaining as of June 15th are assets
    and moved to the receiving district if district
    is dissolved
  • If receiving district is not eligible for a REAP
    grant they can still use the funds but will need
    to contact the U. S. Department of Education for
    a special number to draw-down the funds

REAP New for 2006-07
  • Accountability
  • Applies to districts receiving REAP grants for
    three years USDE will provide list
  • Districts didnt make AYP in 2004-05 must use
    REAP funds for school improvement activities as
    defined in a district improvement plan
  • If a district has no groups of 30, the district
    makes AYP by having a Good, Very Good or
    Exemplary in all STARS ratings

REAP Application
  • Eligible district list posted in April
  • Only districts that never had a REAP grant must
    apply by June 1
  • NEW districts under LB 126 need a new NCES LEA ID
    CODE and may need a new DUNS number
  • USDE will provide the new NCES number
  • Receiving districts do not need new Tax
    Identification Number (TIN)

  • Average Daily Attendance (ADA) of 600 or less
  • Census Locale Code of 7 or 8
  • Using updated census locale codes
  • Grant - 20,000 for first 50 students ADA plus
    100 for each additional student up to a maximum
    of 60,000 less amount received in prior year for
    Titles II-A, II-D, IV and V

NCLB Accountability
  • Adequate Yearly Progress (AYP) - NEW
  • 10-day window (period for checking your data and
    reviewing the AYP decisions made)
  • Open August 1, 2006 (change from October)
  • Time for Title I districts and schools to notify
    parents and other program requirements before the
    start of the school year
  • Date for release to general public not yet set
    probably mid-October

  • Reporting grades 3 through 8 and grade 11
  • Reporting opens on April 14, 2006
  • Revised AYP guidance sent with Reporting Guidance
    for STARS

AYP and School Improvement
  • NCLB requires consecutive years of progress
    (making AYP) in identification of schools and
    districts to be in need of improvement
  • Schools start consecutive years anew if
  • Configuration of grades changes by two or more
    grades, or
  • Enrollment of school changes by 60 or more.

    grades

Reporting to Parents
  • All Title I districts must report
  • student progress on standards to the parents of
    participants all students in schoolwide
    projects
  • School and district performance to parents and
    communities including AYP status and
    disaggregated results
  • Can use links to the State of the Schools Report
    on the NDE homepage

ARMS Grants
  • Assessment and Reporting Management System Grants
  • Guidance on the grants and allocations for the
    2006-07 school year will be posted on the NDE
    homepage early in May
  • Allocations will be about half of the per pupil
    amount for 2005-06
  • There will be no option to carryover funds from
    the 2006-07 allocations

2005-06 ARMS Grants
  • Grants should be coded in district budgets in
    account code 4971
  • Reimbursement use NDE 28-003 (see GAN)
  • Can submit when all funds have been expended or
    after August 31
  • Carryover funds, if any, will need to be approved
    and the 2006-07 budget amended amendments due
    Dec. 1

  • If application was submitted in March to use the
    2005-06 funds, submit
  • Cover page signed by authorized representative
  • Budget with 2006-07 allocation (do not include
    any estimate of carryover funds)
  • Questions 3, 4 and 5
  • New profile only if changed from previous
    submission

  • Allocations from 2005-06 need to be added to the
    allocation for 2006-07 in the budgets due July 1
  • Applications for districts that reserved funds
  • New signed cover page

    profile if it has changed since original)
