• To define priority directions, purposes, problems
  and basic actions of a transport complex
  development On the basis of the analysis of a
  current condition of a transport complex of the
  Kaliningrad region, the perspective
  opportunities, existing "bottlenecks" in its
  infrastructure
• On short-term (2007 - 2010) prospect,
• Intermediate term (2011 - 2015) prospect,
• Long-term (2016 - 2020) prospect.
