Introduction

• Westar Energy distributes electric energy
  throughout central and eastern Kansas and serves
  about 640,000 customers in a 27,000 square mile
  service area using about 35,000 miles of line.
  The company operates approximately 6,300 miles of
  electric transmission lines with physical
  interconnections to 11 other electric utilities
  through the Southwest Power Pool regional tariff.
  Westar Energys total electric capacity is nearly
  6,000 megawatts, with 62 percent fueled by coal,
  10 percent by uranium and 28 percent by natural
  gas, fuel oil and other sources.

Why Cellular RTUs

• Large remote Service Territory requires expensive
  communications
• Have over 200 unmonitored small remote
  substations
• Small point count is all that is needed in most
  cases
• Customer outage times becoming more costly
• Need an out of band solution for Radio Tower site
  monitoring
• Need an inexpensive solution

How Telemetric EMS interface Works
DNP-Xchange Telemetric NOC

• Connects Telemetric NOC to Utility using a VPN
  router on each end
• DNP over ethernet is converted to serial DNP with
  the ASE RCOM interface
• Functions as DNP Slave to SCADA System
• Two Reporting Models
• Report By Exception
• Polling

Westars Implementation plan

• 1st test rtus using Telemetric Web interface
• Setup an EMS interface using DNP over a VPN
  internet connection
• Add more rtus if all goes well

• Have 5 Substation rtus on web EMS interface
• Have 15 Tower site rtus on web interface of
  which 5 are on EMS
