• The plan establishes clear goals and a realistic
  strategy for using telecommunications to improve
  education services

• The plan has a professional development strategy
  to ensure that staff knows how to use the new
  technologies to improve education services

• 3. Needs Assessment of Telecommunication
  Services, Hardware, Software and Other Services
• The plan includes a needs assessment of the
  telecommunication services, hardware, software,
  and other services that will be needed to improve
  education services
• 4. Sufficient Budget
• The plan provides for a sufficient budget to
  acquire and maintain the hardware, software,
  professional development, and other services that
  will be needed to implement the strategy for
  improved education services

• 5. Plan Evaluation
• The plan includes an evaluation process that
  enables the school to monitor progress toward the
  specified goals and make mid-course corrections
  in response to new developments and opportunities
  as they arise.

5 Elements and ET-IL

• Each of the Required E-rate elements are
  addressed in the revised ET-IL plan guidelines.
• These are incorporated in the guiding questions
  of each section of the ET-IL Planning Guide.
• Technology directors should work collaboratively
  with ET-IL planners to ensure all E-rate elements
  are sufficiently addressed and are integrated
  and incorporated into the ET-IL plan.

Timelines

• CDE Education Technology timeline
• All ET-IL plans are due to our office by April
  28, 2006
• SLD E-rate timeline
• 470 is due 28 days before the funding window
  closes for year 9 that was January 19, 2006.
• A Technology plan must be written by the time the
  form 470 is submitted
• Certification I certify that all of the
  individual schools, libraries, and library
  consortia receiving services under this
  application are covered by technology plans that
  are written, that cover all 12 months of the
  funding year, and that have been or will be
  approved by a state or other authorized body, and
  an SLD-certified technology plan approver, prior
  to the commencement of service.

Timelines (contd)

• 471 is due February 16, 2006
• Technology plans must be written by the time form
  471 is submitted.
• Certification I certify that all of the schools
  and libraries or library consortia listed in
  Block 4 of this application are covered by
  technology plans that are written, that cover all
  12 months of the funding year, and that have been
  or will be approved by a state or other
  authorized body, and an SLD-certified technology
  plan approver, prior to the commencement of
  service.

How to make the timelines work

• Your current certified technology plan will be
  your written plan satisfying your 470 and 471
  forms requirement.
• Your revised ET-IL plan submitted by April 28th
  will be need to be approved by CDE by June 30th
  to ensure compliance with SLD guidelines for
  commencement of services.

ET-IL Submission Processes Requirements

• Each district will submit ONE complete ET-IL plan
  electronically in PDF format.
• You are not required to submit your CIPA or AUP
  documents. Actual surveys are also not
  necessary.
• Each district will submit a hard copy of the
  ET-IL Plan Authorization form.
• Each district will fill out the Online Plan
  Review Form

ET-IL Submission Clarification

• Use of an Online Plan Review Form
• Due when you submit your ET-IL plan for approval
• Plan Review Form should be available by mid
  February
• A submission confirmation page will provide a
  date stamped proof of submission (print this for
  your records)
• Districts will be able to see progress of
  approvals online through the Online Plan Review
  Form
• CDE will mail an approval notification upon
  completion of plan review
