- The definition of Closeout the administrative
completion of contract or grant terms including
financial, performance, and other aspects of the
business relationship. - Why? ONR Regional Offices must ensure that award
reporting requirements are met and that contract
items are delivered. - Benefits Final vouchers paid faster, unneeded
funds can be used for other projects.

- ONR provides NASA electronic reports monthly 1)
showing the awards that were closed 2) reports
received - No report acceptances/1594s provided to NASA
- ONR uploads all final reports/documentation to
CWS (incl. DD1593s) - Provide Monthly Electronic Report of all awards
delegated to ONR
- Change from
- ONR obtains final acceptances from NASA
- ONR resolves property related issues prior to
issuing the DD1593 - ONR issues DD1594 to PCO

12Subcontracting Reporting (SF294 and SF295)
- Electronic Subcontracting Reporting System (ESRS)
is currently been used by civilian agencies. - DOD to started using ESRS October 2006.
- For further details www.esrs.gov
13- The eSRS is an electronic, web-based system for
subcontract reporting that will replace the
SF-294 SF-295 paper forms. - When DoD comes on board, it will be a
Government-wide system and the only automated
system authorized for subcontract reporting.
