We All Know COCOM representatives reported that
personnel assigned to JTF HQ duties often arrive
untrained to execute the specific requirements of
their jobs, and there is no mechanism for
remedial training - TC AoA Study 2004 Front
End Analysis on the Training Problem We have no
solid roadmap to address the small group training
gap, with adequate definitions/task analysis to
be trained, a process to inject new technologies,
and an assessment tool kit to map against the
pedagogy requirements.
Solution Create a collaborative, web based
immersive learning environment to provide
pre-exercise training methods to meet individual,
small group and complex Joint Task Force (JTF)
Staff training gaps. FY08 features a three
pronged approach - Use cases to address
training needs - Operational Gaming Technology
- Assess training technology domains
Relevant Innovation focused to meet Joint

Use Case 2JTF Staff - Logistics Coordination
Training
Problem Statement 1) Exploring using CBRNE
Consequence Management Reaction Force (CCMRF)
Solution Requirements The offerer will
develop web based, immersive, training
environments involving scenario based simulations
(IMI level 3-4) to support collective training
requirements for the JTF J4 (Logistics) staff or
CCMRF. The solution application should
allow assigned individuals to train in their
staff roles and practice interactions between
staff members. Potential Scenarios 1) Weapon
of Mass Destruction (WMD) incident in the
Continental United States (CONUS). 2)
Contamination of water supplies in a major
metropolitan area 3) Mass evacuation pending a
nuclear threat Assumption is that personnel have
no previous knowledge of their roles within the
JTF Staff. TC AoA Gaps addressed 1, 7, 8,
10, 11

EUCOM 15 Requires a persistent capability to
provide requisite academic training tailored to
event training objectives, control elements, and
training audiences (TAs). JRTC 11 Requirement
for JRTC permanent personnel to receive training
from formal joint schools. Often personnel
assigned to JRTC have very limited, or no joint
experience or training at all. JTFEX 6
Fleets/Training Commands can provide limited
Service-specific training to the training
audience however, joint trainers are required to
provide academic training on elements of
interoperability for specific Universal Joint
Task List (UJTL) tasks. MAWTS-1 1 Lack the
ability to provide comprehensive training on some
joint doctrine and joint TTPs for its staff, and
for support personnel who augment WTI events.
MSTP 23 Capability to obtain joint training
expertise through joint training/schools when
personnel and schedule permits. This should also
include access to distributed joint
courseware. NTC 37 Expand training provided in
joint fires. The capability to plan joint fires,
deploy brigade combat teams to train with the
special operations forces and other Service joint
fires assets and agencies supporting them in
theater.

    student to the training

  • Provide JTF staffs improved training at the
    individual team level during the Joint Exercise
    Life Cycle (JELC) preparation phase prior to JTF
    training events
  • Train and Teach the Next Generation
    collaborative, web based, immersive learning
    training environment
  • Provides a portal for the use of games, light
    weight simulations, story driven simulations,
    web based virtual environments (e.g. Second Life
    for MMOG)
  • These technologies can then be integrated when
    mature and within training modules for which they
    are appropriate
