MONTENEGRIN SISTEM OF SPATIAL PLANNING

• The hierarchy of plans is set by the Law
  
• Spatial Plan of the Republic, Spatial Plans of
  Special purposes, Spatial Plans of
  Municipalities, General Urban Plans, Detail urban
  plans regulating plans)
• - The whole territory of Montenegro is covered by
  plans
• The location permits are issued in accordance
  with plans of regulating character
• For all permanent changes in space it is
  mandatory to obtain Building permit

LACK OF PLANS FOR AQUATORIUM

• Current plans do not regulate use of the
  aqatorium or are not very precise
• The problem is still not analyzed and studied
• The sea is used in accordance with tradition by
  inertia
• The public maritime domain (the coast and the
  sea) is public domain for public use and is area
  of special purpose and of primary importance

• The sea and the coast are generators and
  receptors of activities from immediate and wider
  hinterland
• Most of the Boka Kotorska coast belongs to urban
  zones

• There are several industrial capacities and
  warehouses along the Boka Kotorska coast

• There are 3 ports, several docks and large
  number of small individual docks (traditional
  small ports called mandraci and ponte)

• There is a constant need for enlargement of
  existing and for development of new bathing areas
  (artificial beaches)
• New hotels and tourist resorts will be added to
  the existing through transformation of military
  location into tourist

• About 12 shellfish and fish farms (mariculture)
  already exist in Boka
• Underwater, on the islands and along the coast of
  Boka Kotorska, there are a large number of
  archaeological locations and cultural and
  historic monuments as well as specially protected
  natural areas

• Kotor and Risan bay (the inner part of Boka
  Kotorska Bay) is protected as UNESCO's World
  Cultural and Natural Heritage
• There are several locations with mineral mud
  (peloids) that is used in health resort in Igalo,
  as well as several quarries and locations where
  clay was exploited

• There are numerous permanent torrents flowing
  into the Boka bay with large number periodic
  carstic springs and underwater springs
• At sea the coastal maritime transport is taking
  place
• There are about 180 direct individual wastewater
  outlets in the sea registered along the Boka
  Kotorska bay

CONFLICTS AND PROBLEMS

• The problem of super concentration at the coast
  is more and more visible. This problem causes
  overbuilding and saturation of activities
• At the coast and in the aquatorium, there are
  industrial activities that generate pollution
• The tourist attraction of the area requires the
  reduction of the polluting activities

CONFLICTS AND PROBLEMS

• Seasonal summer salt water intrusion in fresh
  water spring along the coast limit the
  possibility for solving the fresh water supply
  demand
• Very narrow land strip along the coast in
  relation to the demands and needs of the users
  results in the pressure on naturally sensitive
  locations and valuable cultural and historic
  monuments
• The ambition for privatization of coastline
  endangers the public character of the area that
  is for public use.

THE GOALS OF THE PROJECT "SEA USE PLAN OF BOKA
KOTORSKA BAY"

• To eliminate or reduced influence of the
  different activities on the costal an marine
  environment
• To define natural and cultural protected areas on
  the sea
• To develop the sustainable tourism potentials (
  beach surface, recreational area)
• To upgrade the costal infrastructure for costal
  marine transport, nautical tourism and marine
  recreational areas
• Capacity building, public awareness, and
  stakeholder involvement in the area of Integrated
  costal zone management and sea-use planning in
  Montenegro

THE ROLE AND PLACE OF THIS PROJECT IN THE SISTEM
OF SPATIAL PLANNING

• Sea Use plan for Boka Kotorska bay will be
  further development of Special plan special
• This plan is the Pilot project for Montenegro
• The plan will be use to define the methods and
  the principals for making Sea use plans for
  other location
• The plan will be verified by all municipalities
  in Boka Kotorska bay and Montenegrin governament
• The plan will be a bases for development programs
  of local and national governamental bodies.
