7 QUALIFICATION PROCESS (CONT)

- Electronic tender of service signature sheet
(ETOSSS) - List of countries, states code(s) of service
offered - Performance bond (submitted by surety co)
- Cargo liability insurance
- 22,500 per shipment (submitted by Insurance Co)
- Certificate of independent pricing form
- Certificate of responsibility
- Financial statements
- Additional required documentation

13DOMESTIC PROGRAMINTERSTATE/INTRASTATE
- Rates solicited semi-annually for CONUS including
Alaska - Rate cycles for FY05 is 1 May 30 Sep 05 for
DS05 and 1 Oct 05 31 Mar 06 for DW05 - Interstate rates are filed from area of
responsibility (AOR) to a state - Intrastate rates are filed from an AOR to the
entire state

- Currently there are 885 participating interstate
TSPs and 362 participating intrastate TSPs - After rate filing process is complete rates are
available on SDDCs Personal Property Rates On
Line (PPROL) web page
15INTERNATIONAL (ITGBL) PROGRAM
- Rates solicited semi-annually between CONUS and
Overseas Controlled Rate Areas - Single factor rates (SFR) are submitted, some
accessorials are included in rate - Class 1 rates low cost TSP is awarded 100
percent of traffic - Class 2 rates TSP setting low rate is awarded
a percentage of traffic - Class 3 rates TSPs with low rate on file, share
tonnage equally
16ITGBL PROGRAM (CONT)
- Rate cycles for FY05 is 1 Apr 05 - 30 Sep 05 and
1 Oct 05 31 Mar 06 - Currently there are 188 participating TSPs
- After rate filing process is complete rates are
available on SDDCs PPROL web page -

17SPECIAL SOLICITATION
- Parameters for special solicitation
- Rates solicited semi-annually to cover special
channels - Solicitations are awarded based on lowest overall
cost - Rates are between CONUS and Special Solicitation
Areas - Rates are published on SDDCs ETA Website
18INTERNATIONALONE-TIME-ONLY (OTO)
- OTO rates are required for shipments moving
to/from or between non-controlled rate areas - OTO requests should be submitted three weeks
prior to pick up - Shipment awarded within 5 days
- SDDC will provide TSP SCAC code, tender number,
rate, origin and destination agent to requesting
activity. - 41 approved international OTO TSPs

19DOMESTIC MOBILE HOME AND DOMESTIC BOAT OTOs
- Boats 14 ft and over and all mobile homes require
OTOs - Exception (Canoes, Kayaks, rowboats, etc)
- Two participating TSPs
- OTOs request must include accessorials

20VOLUME MOVES
- Solicited from Point to Point
- Rates are solicited manually on an as-needed
basis - For moves totaling 200,000 lbs or more for HHG
and 50,000 lbs or more for UB - Movements completed within 90 days
- Should be requested IAW Solicitation guidelines
