WHAT IS THE TRSWA?

• Web-enabled system that provides remote personal
  property transportation offices the ability to
  view incoming shipment data
• Used by Military Services, State Department
  transportation offices (Especially transportation
  offices without TOPS)
• Accessed via the SDDC ETA Web site under the
  personal property section

WHAT DOES TRSWA DO?

• TRSWA allows remote transportation offices to
• Search the TOPS EDI database and obtain
  information on a members inbound shipment
• Update a members shipment information,
  completing the shipment history
• Obtain data to help trace shipments
• Report loss, damage and claims information
• Report carrier performance information
• Create outbound shipment records

ACCESSING THE PPCIG-OL

• PPCIG-OL provides
• Public access
• Unrestricted read-only access to all
• consignment and shipping instructions
• User ids and passwords are not required
• Restricted access
• Allows transportation offices to update and
• maintain their GBLOCs consignment and
• shipping instructions
• An ETA user id and password is required
• SDPP will validate each request for access

THREE MAIN FUNCTIONS

• Collect consignment and shipping instructions
  directly from all shipping offices in DOD's
  personal property program
• Provide 24/7 unrestricted, read-only access to
  consignment and shipping instructions to everyone
  
• Provide consignment and shipping instruction
  source data to DOD's personal property shipper
  systems. (TOPS and DPS)

PROCESS IMPROVEMENTS

• Transportation offices post consignment guide
  changes directly into the PPCIG-OL database
• Except for country instructions (still submitted
  through Theater Commander and SDDC Theater
  Command)
• PPCIG-OL database
• Transportation offices have control over their
  content
• Updates Web data as soon as changes are posted
• Generates the PDF copy of the PPCIG
• Provides hourly source data changes to the
  TOPS/DPS Reference database

Current Process
In some cases, consignment guide changes could
take up to 3 weeks to get published!

GRANTING ACCESS

• SDPP will grant access to the PPCIG-OL in two
  phases
• Activation phase
• Deployment phase
• On or about April 15, 2005 SDPP will notify the
  personal property community via AIG message
  detailing Activation Deployment phases.

ACTIVATION PHASE

• Starts April 15, 2005
• Allow access to the RESTRICTED area of the
  PPCIG-OL only
• All transportation offices will access the SDDC
  ETA Web site and register for PPCIG-OL accounts
  (up to 3 users per installation)
• SDPP will verify each request and provide
  passwords
• Each transportation office has until June 1, 2005
  to review and update their consignment and
  shipping instructions
• SDPP will review input and assist users
• As a community, we will prepare the PPCIG-OL
  for the Deployment phase

DEPLOYMENT PHASE

• Starts June/July 2005
• Public access to the unrestricted, read-only
  section of the PPCIG-OL will be available
• Consignment and shipping data from the PPCIG-OL
  will be used to update TOPS reference tables and
  the future (DPS)
• All legacy PPCIG applications and links will be
  redirected to the SDDC ETA Web site

BACKGROUND

• TRANSCOM initiative
• Developed to provide the capability for TSPs to
  generate standard two-dimensional military
  shipping labels for all Department of Defense
  (DOD) Personal Property shipments.
• The 2DMSL application was fielded in Sep 03.

BACKGROUND (CONTD)

• 2DMSL customer base consist of 258 TSPs
  worldwide
• Provides the TSPs the capability to query an
  existing shipment record
• Enter ship date, total pieces, weight, cube and
  type pack information into the identified fields
  and print labels from a local printer
• A second available option to generate labels is
  Create a Label From Scratch

• Eliminate the need for stenciling
• Accurate shipment data to Port Agent
• Data accessible via electronic scanners
• Follows International Standard Organization (ISO)
  Standards
• Original data is from TOPS sites
• Create an accurate label even if shipment data is
  incorrect or missing by using the Scratch option

• The use of such labels is to ensure that military
  manifesting systems (GATES, WPS) can read these
  labels
• Provide in-transit visibility

• During FY 04 DOD moved 84,714 Code J shipments
• Carriers and agents accessed the 2DMSL
• application15,600 times to produce military
  shipping
• labels
• The first year after the initial implementation
  the
• 2DMSL application was used 18 of the time
• One important aspect of this operation is that
  major
• carriers have their own label generators
• The primary users of the 2DMSL are those carriers
• that do not own label generators

• SDDC Freight, Personal Property, Passenger, and
  Ocean Cargo Systems accessible through ETA

  SDDC maintained by TRANSCOM, AMC, MSC, GSA, DOT
  and to transportation information sites
• Reliability ensured through failover capability

ETA ACCESS

• DOD Public Key Infrastructure (PKI) program
• Users can login using either their ETA userid
  password
• Hands-On access can be accomplished at the SDDC
  booth
