3PIB what is it?
- Public Information Bulletin is a special Internet
portal (platform) which public bodies are obliged
to create and make accessible for citizens
information defined by law as public
information. - Open Administration PIB - Pilot Project developed
by COI and Rodan Systems S.A. aiming at
building capacity of local governments to fulfill
above obligations in initial stage and setting up
platform for wide class of e-government services
in the future.

- Fredom of Information Act, 6th September 2001
(Dz.U. 2001 Nr 112, poz. 1198), - Decree of Minister of Interior and Public
Administration, 17th May 2002, about Public
Information Bulletin (Dz.U. 2002 Nr 67, poz. 619).
5Legal obligation
- Creation of individual sites of Public
Information Bulletin under the conditions of the
FOI Act and the decree
- Individual sites have to be created till
- July, 1st 2003 at latest.

Information about Course of action of public authorities and their organizational units, Course of action of national legal entities and local government legal entities in the filed of performing public tasks, and their tasks in the filed of budget and non budget economy, Means of providing public legal acts, Means of accepting and solving cases, State of accepted cases, order in which there are solved and decided, registries kept, evidences and archives, and ways and rules of providing access to such data. 1.07.2003

Information about public data, including a) Form and content of official documents, in particular content of administrative acts and other decisions, records of proceedings and effects of controls, pleadings, positions, motions and opinions of bodies, which carried it through, b) Standpoints on public matters undertaken by public authority bodies and public servants, according to understanding of rules of the Penal Code, Content of other motions and evaluations done by public authority bodies, Information about the state of the nation, self-government and its organization units. 1.07.2003
5. Information about state of accepted cases, order in which there are solved or decided by public administration offices, 1.01.2004
6 Records of proceedings and effects of controls, pleadings, positions, motions and opinions of bodies, which carried it through. 1.01.2004
7. Information about public assets, including Assets of National Treasury and national legal entities, Other property laws to which nation is entitled and its debts, Assets of territorial self-government, economic and professional units and assets of self-government legal entities. Assets of subjects mentioned in art. 4 part 1 pt. 5, coming from disposing of assets as written in point a) - c), profits of these assets and its encumbrances, Earnings and losses of commercial companies, in which subjects mentioned in points a)-c), have dominating position according to understanding of rules of Commercial Code, and about disposing these earnings and means of covering losses, Public debts, Public aid, Public burden. 1.01.2005
