• Churchill becomes Prime Minister of Britain
• Had warned of dangers of policy of appeasement
  with Hitler
• Rallied British morale to combat Germans

TENSIONS RISE

• Roosevelt issues shoot-on-sight orders for U.S.
  warships in Atlantic
• U.S. also increases aid to allies
• Roosevelt and Churchill meet to form Atlantic
  Charter
• U.S. and Britain would not pursue territorial
  expansion
• Affirm belief that every nation has right to
  choose own form of government
• Called for freedom of international trade, equal
  access for all countries to raw materials
• All nations work together to rid world of
  fear/poverty
