Problems with the current ID methods
  • Users exist in several IT systems in each
    office.
  • Its hard to supervise and synchronize all
    these systems. For example, suspend
    authorization, changing password, etc.
  • Digital signature does not exist. Users cant
    sign documents or financial transactions.

  • There is no possibility to create a process
    and establish dependency in a hierarchy of
    users. For example, payment approval.
  • Lack of a central Identification system that
    will enable login in other offices. Each office
    will create a new user for the same person.
  • Problems with physical identification
    togovernment facilities, main government sites
    and parking lots.

  • Different offices will not be able to share
    applications, for example SAP.
  • No possibility to operate government vertical
    services relying on a central and unified
    verification process.
  • No possibility to create e-governmentapplications
    to citizens, that require strongidentification
    and digital signature for non- repudiation.

  • Issuing a smart government ID card to all
    government offices, with identification abilities
    to all logical and physical systems.
  • Maintaining the boundaries of professional
    responsibility while using one card.
  • Enable advanced technologies for
    authentication, PKI and Biometrics.

  • Forming legislation to enable the PKI and
    Biometrics (digital signature law).
  • Determine the relevant standards, and create
    a strategy for the solution, with the department
    of justice.

  • Appoint personnel on both sides of the project.
  • Create a work plan and determine time tables for
    the implementation.
  • Deliver the users details and photographs for
    the cards manufacturing center.

Telem Smart ID card
  • A fundamental change in Israels technological
    environment
  • Issue smart identification card for every
    citizen in Israel throughout the country by 2007.
  • Each smart ID card will carry a Digital ID and
    a digital certificate for digital signature.
