- Objectives of the National ICT Agenda
- Provide all citizens with affordable Internet
access - Focus on the development of children and adult
skills to sustain a vibrant future - Promote citizen trust, access and interaction
through good governance - Maximize the potential within all citizens and
accelerate innovation to develop a
knowledge-based society - fastforward is the strategy for achieving this
Agenda - a roadmap for a connected, informed, innovative
and competitive nation - Complements and builds upon Vision 2020
Organisations like ITPS have a prominent role to
play in the development of fastforward programmes
and initiatives

- Recent Achievements
- 3 concessions granted for mobile services
- 4 concessions granted for cable/fixed line
services - 4 concessions granted for international services
- 1 new Cable network/service commissioned
- High speed business and residential internet
service improved faster service, lower rates
leading to increased usage - Percentage of homes with Internet access has
risen from 8 to 17 in the past two years1

- 4 additional concessions for international
services - Reviewing policies/regulations for
interconnection, access facilities, fees, and
radio spectrum management - Concessions for specific telecoms services,
free-to-air radio services, and free-to-air
television services

- Recent Achievements
- Currently 35 Community Access Centers in place
across the country, not including private sector
initiatives - Internet access and training available at most
centers - All libraries fitted with computers and Internet
access 120 computers at National Library - Approximately 45 of citizens have access to
computers and the Internet at their homes, places
of work or community access centers
- In the Pipeline
- Consultancy to develop the model for CACs,
including pilot sites - Further reductions in telecommunications costs
and new tax and fiscal incentives to stimulate
further ICT take-up - Greater coordination and increased rollout of
Community Connection Programme

- BDCs launch of its B2B smeXchange website
- Tamana Intech Park being established as a
high-tech centre for developing the countrys ICT

- ICT Division working with consultants on the
creation of an online SME B2B Marketplace
(incorporating inputs from BDC, NEDCO, etc.) - Engagement of a consultancy to develop a B2C
e-Commerce strategy - Establishment of an e-Business Roundtable and
National e-Business Report Card - National Policy on e-Business and e-Commerce
(including proposals for Tax Fiscal Incentives) - Code of Consumer Protection for e-Commerce
- National Strategy for Electronic Payments (Smart
Cards, Micropayments, etc.)

- Recent Achievements
- 20 Ministries (230 sites) connected
- Approx. 5,000 public servants currently have
access to the services offered through the
Backbone, including - Internet
- Email, Instant Messaging and Calendaring
- Security and Anti-virus protection
- Help Desk support
- Enterprise-wide applications deployed (e.g. human
resource management, payroll, document
management)
- In the Pipeline
- Connecting the 5 remaining Ministries
- Providing connectivity to additional remote sites
for all Ministries (gt 800) - Upgrades / enhancements to the services currently
provided by the Backbone

- Recent Achievements
- Conceptual design completed and widely accepted
- One-stop-shop for all Government information and
services - Client-centric design
- Working prototype demonstrated and generating
increasing interest - Consultancy ramping up for immediate Phase II
kick-off - Several ministries agreed to be early adopters
i.e. participate in a limited (interim) release
of the Portal in mid-2006

- Working with ministries towards having All
appropriate government information available

- Knowledge, Innovation and Development (KID)
Programme - a catalyst for preparing TTs children for the
digital era through ICT education - SchoolNet Objectives
- All schools connected via high-speed Internet by
2008 - 71 student to computer ratio
- All teachers trained in the use of ICT in
education - All teachers and learners actively using ICT
- Recent Achievements
- School computerisation and connectivity ongoing,
with 75 of primary (total 478) and secondary
(total 134) schools having access to the internet - Major strides in teachers professional
development (e.g. 3000 teachers and 240
principals received basic computer literacy
training, 40 teachers pursuing diplomas in
Educational Technology) - English/Mathematics courseware being used in 46
primary schools (250 teachers trained in using
the software)

- Recent Achievements
- Developing a Trade Information Centre Online
- one-stop shop for various issues related to
external trade - Conceptualized a Business/Trade Gateway as a
client-centric portal to facilitate G2B trade - BDC providing business modernization training in
areas such as quality management systems,
business planning, monitoring evaluation - BDCs launch of its smeXchange B2B website

- Recent Achievements
- Proposed a framework for a National Knowledge
Learning Network with links, in the first
instance to several fastforward initiatives - Knowledge Learning Portal
- Revamped website
- Developing on-line forms (e.g. applications for
tertiary grants) - Campus Connect
- Joined consortium of Commonwealth countries to
develop a series of multiple media courses (e.g.
ICT, Tourism Hospitality, Nursing Healthcare,
Agriculture Fisheries, etc.) - Youth Computer Corps
- MuST (Multi-Sector Skills Training) programme set
up to provide relevant IT training to select
individuals (potential resources for staffing the
Community Access Centres)
