Telecommunications Liberalization
  • Recent Achievements
  • 3 concessions granted for mobile services

  • High speed business and residential internet
    service improved faster service, lower rates
    leading to increased usage
  • Percentage of homes with Internet access has
    risen from 8 to 17 in the past two years1

  • Currently 35 Community Access Centers in place
    across the country, not including private sector
    initiatives

    centers
  • All libraries fitted with computers and Internet
    access 120 computers at National Library
  • Approximately 45 of citizens have access to
    computers and the Internet at their homes, places
    of work or community access centers

  • Consultancy to develop the model for CACs,
    including pilot sites
  • Further reductions in telecommunications costs
    and new tax and fiscal incentives to stimulate
    further ICT take-up

    i.e. participate in a limited (interim) release
    of the Portal in mid-2006

  • All schools connected via high-speed Internet by
    2008
  • 71 student to computer ratio
  • All teachers trained in the use of ICT in
    education
  • All teachers and learners actively using ICT
  • Recent Achievements
  • School computerisation and connectivity ongoing,
    with 75 of primary (total 478) and secondary
    (total 134) schools having access to the internet
  • Major strides in teachers professional
    development (e.g. 3000 teachers and 240
    principals received basic computer literacy
    training, 40 teachers pursuing diplomas in
    Educational Technology)
  • English/Mathematics courseware being used in 46
    primary schools (250 teachers trained in using
    the software)

    external trade
  • Conceptualized a Business/Trade Gateway as a
    client-centric portal to facilitate G2B trade

    business planning, monitoring evaluation
  • BDCs launch of its smeXchange B2B website

  • Proposed a framework for a National Knowledge
    Learning Network with links, in the first
    instance to several fastforward initiatives

    tertiary grants)
  • Campus Connect
  • Joined consortium of Commonwealth countries to
    develop a series of multiple media courses (e.g.
    ICT, Tourism Hospitality, Nursing Healthcare,
    Agriculture Fisheries, etc.)
  • Youth Computer Corps
  • MuST (Multi-Sector Skills Training) programme set
    up to provide relevant IT training to select
    individuals (potential resources for staffing the
    Community Access Centres)
