Records proposals in a logbook and assigns a
number to each
3WORK FLOW CHART
FIRST READING Secretary to the Sanggunian reads
the draft resolution/ordinance with the assigned
number, title and author, then the Presiding
Officer assigns the same to appropriate
committees to study the same, hold hearing and
debate. A committee report shall be made within
50 days on each particular proposal.
After favorable report of the committee is
received, draft of Resolution or Ordinance is
included in the calendar of business.
If the recommendation is for disapproval, no
committee action is taken. The Sanggunian ends
further consideration of the measure and it is
consigned to the archives.

SECOND READING Presentation of committee report
expediting floor action Presentation of proposed
Resolution and Ordinance for deliberation/debate,
setting conditions amendments Approval of the
proposed Ordinance on Second Reading
THIRD READING After amendments have been suitably
incorporated, the final version of the ordinance
is caused to be printed by the SP Secretary and
forwarded to the Committee on Rules, Privileges
Laws Ordinances for fine tuning. Debate is
often waived and the vote following the Reading
is final.
If an ordinance is voted down, it is dead and
shelved in the SP Archives.
5WORK FLOW CHART
APPROVAL If passed by the Sanggunian, the
Ordinance is sent to the City Mayors Office for
the approval of the City Mayor who, if he
approves the same, shall sign it within ten (10)
days after receipt thereof, or, made to lapse
within ten days after receipt thereof, it shall
become a law as if he had signed it.
VETO The City Mayor returns the Ordinance with
his objections to the Sanggunian. If the
Sanggunian overrides the City Mayors veto by its
two-thirds vote, the Ordinance becomes a law.
