Preparation of WRC-2003
  • Consolidation of the regulatory provisions for
    non-GSO satellite systems

Background
  • Following European proposals, WRC-97 established
    power limits on non-geostationary satellite FSS
    systems in 7 GHz of spectrum
  • To provide clear protection to geostationary
    satellite systems
  • To provide a clear regulatory framework for
    non-GSO systems by quantifying No. S22.2
  • WRC-2000 reviewed the levels of these limits,
    confirmed the approach taken, with
  • Validation limits (to be met on each point of the
    Earth, for any direction towards the GSO,
    verified by the ITU )
  • Operational limits (to be met into any
    operational GSO earth station antenna, not
    verified by the ITU, but committed to by the
    non-GSO administration)

    protection of terrestrial services
