  • Liberals Desire change. Prefer an active
    government in dealing with the economy, expanding
    opportunities for the disadvantaged and
    redistributing income. Democrats.
  • Conservatives Want to conserve the past. Prefer
    fewer policies for the disadvantaged, fewer tax
    laws. Support defense spending. Republicans.
  • Note Liberals do not always favor governmental
    action. Liberals typically oppose using the power
    of government to restrict abortion or impose
    school prayer, while conservatives support these
    measures.

  • I. 1860-1928 The Republican Era
  •   A. Slavery issue dominated politics and split
    the Whigs and Democrats in the 1850s.
  • 1. The  Republican Party became the anti-slavery
    party.
  • 2. They forged a coalition out of several minor
    parties, elected Abraham Lincoln in 1860.
  • 3. The Republican party dominated for sixty years
    (Democrats controlled the South).
  • 4. Election of 1896 important because A) It was
    the last attempt to win a presidential election
    on an agrarian platform B) Weakening of party
    system C) Increased concern for business
    regulation and welfare of the worker.
  • 5. Republican dominance continued until Black
    Tuesday (stock market crash of 1929) and the
    ensuing Great Depression.

  • II.1932-1964 The  New Deal coalition
  •  
  • A.The Great Depression of the 1930s gave rise to
    the New Deal coalition. President Herbert
    Hoover's handling of the Great Depression was
    disastrous for the Republicans. He took the
    Laissez-Faire approach to the Great Depression
  • 1. Franklin D. Roosevelt brought together the
    original New Deal coalition and easily defeated
    Hoover in 1932. The New Deal coalition was
    responsible for electing and re-electing
    Democrats.
  • 2. Congress passed Roosevelt's anti-Depression
    measures during his first hundred days in office.
  • 3. Party realignment began, and Roosevelt forged
    the New Deal coalition from union members,
    southerners, intellectuals, liberals, the poor,
    and African Americans.
  • 4.  During the New Deal, Blacks changed their
    allegiance from Republican to Democrat.

  • III. 1968-present The era of divided government
  •   A. Since 1968, American politics has been
    characterized by divided government. The
    weakening and party de-alignment resulted from
    diverse views on social programs. While
    Republicans believe states should dictate funding
    for social programs, the Democrats have been more
    to appropriate federal funds for social programs.
  • 1. This divided government (when the executive
    and legislative branches are controlled by
    different parties) has existed since 1968.
  • 2. It is likely divided government will continue
    at federal and state levels.
